SCHENECTADY — The City Council will hold a public hearing on the proposed 2012 budget tonight at 7 p.m. at City Hall. The proposed budget is $79.2 million, up from $77.4 million this year. The estimated tax rate is $13.33 per $1,000 of assessed property, which translates to a 1.89 percent tax increase. Property owners would also see increases in garbage, sewer and water fees. For a homeowner with the average house, assessed at $100,000, taxes would go up $24, to $1,333. Most owners would also pay $24 more for garbage collection, $22.92 for sewer and $20.64 for water. That means the average homeowner would see a total increase of $91.56 next year. The budget calls for several new revenue-generating policies. Among them: police would start fi ning property owners for noise, begin inspecting trucks regularly on city roads and charge a small fee for medical calls to discourage frivolous requests for a paramedic.

I disagree with you on this- the underclass abuses the paramedic and ambulance service because they are dumb, ignorant, selfish and lazy, They call for a scratch, a sniffly nose or a headache, so as not to be bothered to buy basic first aid supplies that a normal human of the middle class would have handy. Each time our paramedics respond for this crap it costs hundreds and thousands of taxpayer dollars. Frankly I am shocked the democraps will institute this, however they won't actually enforce or collect it from the lowlifes like they should.

No, I wasn't being serious - just thought it was insane that 2 days after a gunshot victim tries to DRIVE himself to the hospital we're talking about this. It's equally insane how people will use an ambulance as their own personal taxis to and from Ellis....on a regular basis. Happens all the time. Same people, same abuse.

Even the City Council’s usual critics did not muster much anger at Tuesday’s budget hearing. There was no shouting. No shaking of fists. One critic said the budget was simply “a disappointment” and “unremarkable.” Only five people spoke. Resident Harry Brand offered the only moment of passion about the proposed $79.2 million budget, which raises taxes by just 1.89 percent — $24 for the average homeowner — but raises fees by $68. “Get that budget and the fees down to zero,” Brand pleaded. “If you people can’t get the message that our seniors and the people in this city are hurting, I don’t know what it’s going to take.” He predicted that the city would have to start offering meals to seniors if the budget’s fees are approved. Instead, he said, the council should tell every employee that they can’t have any perks, including cell phones and taking city cars home. “I was in supervision. I was called in on emergencies. No vehicle provided,” he said. “If they don’t like it, find someplace else to work, simple as that.” Resident Mary McClaine also offered a laundry list of possible cuts, starting by selling the entire city vehicle fleet. It wasn’t clear how police would patrol or the city would plow the streets, but she said the savings in fuel would be tremendous. Resident Vince Riggi, who is running for council on the Alliance and Republican lines, told the council to reconsider the body shop, which has a budget of $145,200. This is the shop’s first year, and it brought in $178,000. That was enough to more than cover the two employees’ salaries and benefi ts — about $150,000 — or the shop’s budget, which doesn’t include benefits but does include salaries, materials and supplies. Riggi questioned whether the city was actually making money on the shop, saying that he doubted the city was keeping track of all materials and the high cost of baking paint on newly-sandblasted trucks. Mayoral candidate Roger Hull was not at the hearing because he was visiting his mother.
