I dont care about the park.....your taxes doubled because Rotterdam was never at 100% valuation.....what those in the know actually knew was the bubble ready to burst....so the taxes were levied at the rates they chose and here we are...

Rotterdam skated a long time on GE....the money went SOMEWHERE.....it certainly didn't go into the future prospects for Rotterdam, otherwise Hamburg St wouldn't be so pathetic at this late in the game.....

so here we all are holding this bag of crap and a bleak outlook without strong NON-CLUBHOUSE leadership.......

time to clean out the Rotterdam septic-leadership

100 % .......before that, the town paid its bills.....people paying their fair share.....no ones taxes should double...from 5200 to 10,900....come on now. I have said it before,look at shardon court,monster houses valued in the low three's...it's who yo know...if GAR did the job correctly we would have never seen such increases....

With this, I agree - GAR was the most incompetent bunch of boobs we ever encountered.  It was like the first time they ever dealt with a project this size.

is there a thief in 'our house'......ahhhhh YUP.....and at the same time there are thieves all the way down this NYS Alaskan Pipeline-railway express.......are we getting railroaded....YOU BETCHA...
but it is a multi-pronged fork.....

I want the value of my home to be high/good/marketable.....what happens is THE LEVY.....that is in the hands of our leadership......if they are 'covering for thieves' then let's call 'em out by name....
get the NYS AG involved......

the problem is that our homes (according to market and ratings) aren't worth that 10year inflated rating value.....it was virtual value.......

my taxes doubled in 10years for a piece of sh!t called a house.....counting down the time to unload it......NYS is not worth owning a homestead......it was never the only American dream....
the leaders tout home ownership for ONE reason.....tax collection purposes......

Were they incompetent, or did they deliver the corrupted results requested by our corrupt officials?  I agree with Biaggio, look at Shardon Ct. assessments - ridiculous.  I have to tell ya, I didn't shed a tear when I heard about the floods on Shardon Ct. after the Tropical Storm.

Actually, the sewer line is needed along the commercial part of Route 5S in Rotterdam Junction --- otherwise (due to the aquifer issues) it would be impossible to redevelop existing or build new commercial buildings in the area between Route 103 and the firehouse.  

And if the town is going to put a sewer in this initial sewer line - it would make sense to at least consider or offer residential properties along the side streets the opportunity to hook into the sewer line.

The incompetency was on the part of the Town Supervisor -- Steve Tommasone who NEVER follwed through and did what the TOWN WAS EXPECTED TO DO DURING THE REVAL --- there were contractual obligations on BOTH SIDES ..  GAR did its jobs -- as it had done successfully many times before.  Tommasone -because he did not believe in the reval .. did not do his part nor did he let the town do its part ---------------why do you think the town does NOT have a legal case against GAR ???     Because the Supervisor Tommasone SCREWED UP THE REVAL -- NOT GAR.

7.10    Conditions for Alternate Appraisal for a Non-Reassessment

For a non-reassessment municipality not identified in paragraphs 1 or 2 of subsection 7.2, the conditions for alternate appraisal are as provided in the market value survey procedures for the 2010 State equalization rates. For a non-reassessment municipality with a valuation date for appraisals of July 1, 2009, the following applies.
1.For original sample parcels that require an appraisal, an alternate parcel in the value interval may be appraised under the following circumstances:
A.There has been construction or demolition such that the physical inventory of the parcel as of the taxable status date of the measured roll cannot be determined.
B.Access to the property is necessary in order to perform an appraisal but such access cannot be obtained.
C.Certain information concerning the property is necessary in order to perform an appraisal but such information cannot be obtained.
D.The parcel is determined to be part of a single economic entity for valuation purposes, and the economic entity also includes wholly exempt property, the assessed value of which comprises more than 50 percent of the total assessed value of the economic unit.
E.The parcel is owned by a person who is:
i.The Governor, Lieutenant Governor, Comptroller, Attorney General, or a member of the Legislature of the State of New York;
ii.A member of the State Board of Real Property Tax Services;
iii.An employee of the Office of Real Property Tax Services;
iv.The chief executive officer or a member of the governing body of a county, city, town or village;
v.A county director of real property tax services; or
vi.An assessor.
F.The parcel is determined to be subject to the provisions of section 219 of the County Law or section 480 of the RPTL.
G.Staff determines that the original sample parcel is unique in its use or ownership such that staff is unable to appraise the parcel.
H.Staff is unable to determine the inventory of the original sample parcel as of the taxable status date of the measured roll.
I.The original sample parcel is part of a larger economic entity, and the part that is the original sample parcel cannot be determined.
J.Staff determines that an appraisal of the sample parcel as it exists on the measured roll cannot be completed in a timely fashion.
K.Staff determines that appraisal chasing (selective reassessment) has occurred for the sample parcel.
L.Staff determines that a sample parcel for the prior market value survey should not continue to be a sample parcel for the current market value survey.
2.Where there are no alternate parcels available in the interval for an alternate appraisal and an original sample parcel meets one of the above circumstances, the original sample size may be reduced accordingly. Where the reduced sample size becomes zero the interval may be designated an un-sampled interval or it may be combined with a sampled interval above or below it.

10.1    Use of Sales for Appraisal Purposes

A transfer of real property may be used for appraisal purposes when it does not have any of the following characteristics. Where examples are given, they are intended to be illustrative and are not inclusive of all possibilities.
1. Sale between relatives or former relatives

2.Sale between related companies or partners in business

3.One of the buyers is also a seller

4.A government agency or lending institution is a party to the sale

5.The Deed is not warranty or bargain and sale

6.Less than fee interest is conveyed

Examples:
- Life Estate

- Seller retains mineral or other rights

7.Sale of a business is included in sale price

8.Other Unusual Factors

Examples:
- Sale from a descendant's estate

- A party to the sale is a not-for-profit corporation

- The conveyance involves subsidized housing

- Forced sale, such as foreclosure or auction, whether due to nonpayment of taxes, bankruptcy, divorce, or judicial order

- Substantial personal property, if the amount of personal property is not contained on the RP5217 form

- Sale of common area for condominium or homeowners' association

- Assumed mortgage or cash consideration is not reported

- Transfer was not the result of a transaction on the open market due to a relationship between buyer and seller (e.g., Tenant/Landlord), and that relationship led to a sale that is not indicative of market value

- Trade of property

- Price not indicative of market value as shown by objective data such as a price per square foot comparison

- Correction deed required

-Sale price restricted trust

- Uninformed buyer/seller

9.Full sales price minus personal property equals $10 or less

10.More than 1 year (365 days) between contract date and date of sale.
