The study puts together a economic revitalization plan BASED ON INPUT FROM THE RESIDENTS, completes all the necessary environmental, marketing and other studies and analyses that allow residents, businesses and the local government to tap into federal, state and private grants  TO IMPLEMENT the economic revitalization plan.

The study has a lot of different facets -- rebuilding Route 5S, installing a main sewer line and building a facility to handle the waste in the Junction, installing sidewalks and streetscaping,   facade improvements for residences and business,   marketing key sites for new commercial and/or residential development  ------ and it does include the Bicentennial Park proposal which would develop a recreational resource utilizing 130 acres of town and canal corp owned land as well as rehabilitating the old Erie Canal Lock and tying it into the rich historical treasure that is the Mabee Farm and Franchere Center.

BTW -- for those who question the development of a new park ... the Rotterdam Junction fire chief has indicated that  the improvements proposed for the Mohawk/Hudson Bike Trail and in particular its crossing the D & H rail line behind Scrafford Lane will be a HUGE PUBLIC SAFETY improvement ---- during the recent flooding the bike trail was the only path ABOVE flood level that allowed his personnel to access certain parts of the Junction because Route 5S was cut off by flood water.

And who is going to pay for the installation of a new sewer line? New sewer lines installation/maint., historically come with a hefty tax increase for that district.

There are clearly no 'absolutes' that any of this will bring relief to the jct taxpayers. Are the jct folks flushed enough to risk the hefty tax increases on a 'possibility'?
