Excuse me, you non-taxpayer.   You have NO IDEA WHATSOEVER.    And that is just reflective of the FACT that you do not own property, have NEVER owned property, you do NOT pay taxes, you don't even know what a property tax bill looks like!!!!!

In the town, most people pay about $25 per month.   That is about $300 per year.

The people in the city are taxed TWICE for trash collection.   TWICE DVFOL (Full Of Lies----your statement above PROVES you ARE Full of LIES).

The people in the city pay for trash collection in the "regular" property tax PLUS they pay a SECOND time via the trash "fee" (and since ALL money collected by a government is a tax, then the "fee" is STILL a TAX).

And of course, DV, since you know NOTHING about property taxes and municipal budgets, I will educate you and at the same time PROVE to you that I know what I'm talking about.  All you need to do is just merely read the summary document of the budget regarding the increase in the trash fee where it is written the following:

Now, DV, to educate you, the "exp" in the second line is an abbreviation for the word expenditure.    Expenditure is the spending the city must do for the program.   So, that line says that the expenditures are NOT 100% covered by the fee structure" which means that the revenue from the fee does NOT cover the cost of the waste collection dept.   Thus the "regular" property tax must make up the difference.   And THAT means that people pay TWICE for trash collection, and only very low income seniors and disabled get a break.    

Also DV, there's a couple other things that prove you WRONG.   Many owners of two family houses may live in one flat and choose not to rent out the other flat because it is difficult to find good tenants.   And on top of that, people don't even want to move into the city as a rental, and YOU are a perfect example---YOU are avoiding even renting in the city---YOU want no part of living in the sucky city.  Many people feel the same.   So owners of two family who are otherwise good people, are still required to pay for the two family cost.  

This happens often with older people, not necessarily low income (so no break for them), they have a two family house, keep the second flat empty, probably don't even fill up one can per week yet they have to pay $400 a month for trash collection!   Here in the town, you can choose a smaller can and you won't even pay near $300 a year.   In the town, let's say you go to south for the winter, you CAN "cancel" your trash collection with your private hauler and save that money.   If you live in the city, tough sh*t, you MUST pay the FULL price all year, even if you are away for some number of months.

So, once again, DV, you are WRONG and I have, once again PROVED you wrong citing proof as usual!

I'd show you my property tax bills and records of transfers to other family members who have their name on property in which I have an interest -- but it is none of your business.  

The fee that residents pay for trash is not bad considering they can put out mountains of garbage every week.  In the town, we'd have to pay more to have those mountains of trash  hauled away.

Explain why a the struggling families, paying the highest taxes in the region and nearly highest taxes in the whole country, families struggling on the typical city household income of $30,000, should pay the property taxes on Proctors which the taxpayers already shelled out many many many millions of dollars and then on top of that pay the STAR exemption of fat Morris after he fled the city on his taxpayer subsidized fat 6 figure salary

Schenectady dips into its rainy day fund
Proposed city budget relies on account to avoid big tax increases, cuts

SCHENECTADY -- Three years ago, before the burst of the bubble and the crisis on Wall Street, the city of Schenectady had a sizable, $21 million "rainy day" fund that it could rely on in case of emergency.

Then in 2009 it began to pour, and the city took about $4 million out of what is technically known as a "fund balance" to supplement static state aid and stave off a tax increase residents couldn't afford.

The cloudy weather hasn't lifted, and now faced with a 2 percent state property tax cap, Schenectady continues to dip into its savings to avoid either painful cuts or large tax rate increases. Schenectady is not alone. Cities are particularly susceptible because their tax bases are shrinking as benefit and retirement costs for police and fire continue to rise.

The 2012 budget unveiled by acting Mayor Gary McCarthy on Sept. 30 calls for taking $4.8 million out of the $13.1 million account that is tapped only for unexpected payments (like higher health insurance costs). On top of that, city Finance Commissioner Ismat Alam said the state comptroller's office is allowing Schenectady to also take $2.7 million from its sewer and water funds to help balance the budget.

My question here is that the money from the taxpayer fees from water and sewer are illegally being used for other things. Isn't a FEE only supposed to be used for that specific purpose? If not, doesn't that fee becomes a tax and that would be illegal under the tax cap. Right?

They had to go to State Legislature to screw the City kids and County taxpayers-so what is new? Everyone is laughing at McCarthy joke budget that raises tax bills 7% triples all fees and depletes reserves.  Saratoga just cut $800,000, Troy cuts taxes. Albany has no taxes increases. Meanwhile in Pit Bull City, McCarthy keeps hiring incompetents and explodes spending.
