I do have one criticism of the City of Schenectady -- the Public Works Department should have "hauled out the trash" --- in this case the trash is Mike Christine --  years ago.

$3 million for a munic golf course, getting a new secretary and no plans for the future of the City. Well, this seems like more of the same fiscal waste the City has succumbed to in past years.

Despair is the norm.

i disagree, i think there are good things ahead.. the city budget appears to be under control, and there are moves afoot to fix neighborhoods. downtown is booming and sales tax revenues are up the county is projecting sales tax revenues to hit 87 million, up fro 82 million a couple of years ago ]go to county website, budget posted there] so things are rosy.

i believe in ext couple of years, the economy will stablize and taxes will become more manageable, there is hope

Are you kidding?  Businesses that have been serving this city for more than 50 years are suffering and laying off people.  The economy may stabilize in a couple of years but many businesses will be gone.

Here are the facts for the CITY of Schenecctady
The CURRENT 2011 tax rate per thousand is $13.09
The CURRENT 2011 trash fee tax is $165 per residential unit

The CURRENT 2011 water and sewer charges taxes are as follows

The newspaper talks of a house assessed for $100,000.    

Let’s use a one family house as an example, no particular address (a homeowner’s address does not dictate the tax bill, nor the tax levy nor the tax rate), just ANYWHERE in the city a one family house.   First it would be extremely rare for a house to have a lot size with of 25 feet or less.   For this example, I’ll say that a one family house is on a lot size width of 44 feet wide (most older two family lots are 35 feet wide).   A typical one family house most likely has at least one full bath and one half bath, and for this example I will say that the full bath has a tub/shower combo and NOT a separate shower stall, I kind of think that it’s rare that older houses have separate shower units from the tub, I mean really, most homeowners simply cannot afford that luxury because they are paying for the property taxes of the millionaires downtown.

So here is the calculation of the water charge for this house:

Flat charge          $ 87.96
Spiget fee for width of 44 feet:    $14.65 (for EACH 25 feet width or portion thereof) x 2 = $29.30
One tub/shower combo             $29.22
Toilet  ($43.97 each)               $ 87.94


So, can SB do the math?    How much is the 2011 water charge?    Can you do simple math, SB?          The total water tax for this house is $234.42 for the year 2011

Now we have the sewer fees.   So here is the calculation of the sewer charge for this house for 2011

Flat charge          $ 117.09
Spiget fee for width of 44 feet:    $19.50 x 2 = $39.00
One tub/shower combo     $38.89
Toilet ($58.54 each)          $ 117.08


So, can SB do the math?    The total sewer tax for this house is $312.06 for the year 2011


So, let’s see if SB passed basic first grade arithmetic.

House assessed for $100,000.    Tax rate per thousand is $13.09        
The math then is       $100,000 / 1,000 = 100     Then   $13.09 x 100 = $1,309

Tax based on assessment                   $1,309.00
Trash tax                                                        165.00
Water tax                                                       234.42
Sewer tax                                                       312.06


Total city tax for  year 2011                  $2,020.48


Now, McCarthy has not stated what the tax rate will be, but a document on the gazette website has McCarthy claiming that the tax RATE will increase by 1.89 percent.    

The basic first grade arithmetic now shows the following
Current rate $13.09 x 1.0189 = the new rate being $13.34 per thousand.
The trash tax per unit increases $24 dollars, from $165 to $189 per unit

Now, the gazette says water tax is to increase by $20.64 and the sewer tax to increase by $22.92.   McCarthy simply has in that budget document that the water “rate increases by $1.72 monthly”     However, water taxes are not set as a rate per month.   Ditto McCarthy’s claim of the sewer “rate increase by $1.91 monthly”    Sewer taxes are not and have never been a charge per month.   So, the big unkown here is how is that $1.72 broken down?   Is there an increase in each “component” that makes up the water tax?    Like does the flat fee go up by 75 cents, and each toilet by 25 cents, each 25 feet with by 35 cents, etc?    Or is all the $1.72 exclusively the “flat charge” component?    Ditto for sewer.

Back to the example of this one family house assessed for $100,000.   In this example I will add the water and sewer increases to the flat fee, which actually then makes the water and sewer taxes to be $255.06 and $334.98 respectively.


So now, here is the breakdown of the 2012 city tax bill for this example of a one family house, on a lot of 44 feet in width, assessed for $100,000 with 1.5 bathrooms.


Tax based on assessment                      $1,334.00
Trash tax                                                  189.00
Water tax                                                       255.06
Sewer tax                                                       334.98


Total city tax for  year 2011                  $2,113.04

SB, tell us what is the percentage increase from 2011 to 2012.    Can you tell us how the city’s tax bill for 2012 WITH FEES INCREASES INCLUDED…..remember, these are YOUR WORDS VERBATIM:   “still below 2 percent”

i think u got the names wrong.. MC Hammer responded to me, not me to him.. give credit where it is due.

nonetheless. the property tax cap applies -- by law -- only to the tax levy.. therefore, mcc's budget meets the law. fees are not part of the tax cap calculation ... if we go down that road, then putting coins in the meter violates the tax cap.. as does anything u pay for the privilege of living in schenectady.

fees are the cost of living in the city, not connected to the value of your house.. therefore, exempt.

MC can hammer away until the cows come home, by the city budget is below the state tax cap.

That's right SB. The property taxes and fees homeowners pay in the City are not equal to the value of the homes. There is little to no value to the property left in Schenectady, especially in MP and Bellevue.  

When taxes are triple of surrounding towns, even when the City keeps below this holy grail of a tax cap you seem infatuated with, let me spell it out for you:

THE CITY RESIDENTS PAY TRIPLE THE AMOUNT OF TAXES ANYWAY!!!

The tax cap won't help us much, we're already well ahead of the mainstream.

If the city residents had to pay for private waste removal -- like we do in the towns -- they would be paying even more.    The city residents get a lot for their tax dollars ---  we in Rotterdam are being screwed because of the  ineptitude of  Tommasone/Mertz and DelGallo/Godlewski.

Are you insane. In the City we have a horrible school system (far worse than Rotterdam), dangerous streets (pit bulls, gangs) and our Central Park has been neglected and abused for years.

We in the City are being taken advantage of by the leaders. They triple tax us and give nothing of value back to the people who financially support their complete incompetence. Horrible driving conditions, dangerous neighborhoods and fees above-and-beyond a 2% tax cap?

If the City is so wonderful, move here DV. Your cheerleading will end once your first tax bill comes in the mail.

Under the tight foscal conditions I would say the Mayor has worked miracles in getting the City in such excellent shape. This budget proves to all he is a fiscal expert. Mr. Hull cannot carry his bags and has little or no real-world experience..

No fiscal expert would skip out on a $2 million dollar obligation to the school district and then put forth a plan for a $3 million dollar golf course upgrade.

No fiscal expert would keep allowing million-dollar for-profit businesses in the Downtown to remain off the tax rolls.

No fiscal expert would hire another secretary to avoid speaking with disheartened taxpayers.

That's a coward.

What tax bill? None of these DEM idiots owns any property. Too busy repeating lies ala Joseph Goebbels. The City is in fiscal free fall. Olenders is closing after 120 years Downtown-that's the last major store. Bigger footprint for Death Ray to stick in his mouth. Pathetic McCarthy INCREASED spending, taxes and ALL fees. 1,200 properties abandoned because of DEM confiscatory taxes.

I had a nice conversation with Mayor McCarthy on Sunday evening --- he is doing a great job --- he should be Mayor of the City-County of Schenectady.

Who cares? You talked to SOS about Mt Pleasant and it kept imploding. This proves again how stunad McCarthy is. He'd rather talk to nonresidents than listen to the pleas of actual voters. No wonder McCarthy signs are being thrown in the trash around the City.
