Re: the Sept. 24 letter that attempts to lay blame for economic conditions in the state of New York on Glenville’s Republican Town Board: This board has enacted only one budget so far, in which we cut spending by about $235,000, absorbed mandate increases of 10 percent and cut our dependence on the fund balance by 15 percent, all the while preserving core town services. Further, we have no new debt. In fact, this year we are retiring $130,000 in highway debt. We, and every other town in this state, face state mandates that cause spending increases. Concerning central dispatch, the county wants to send the town a bill for almost $1 million to run our dispatch in exchange for projected savings based on stale numbers from 2009. Although the county holds up a $105,000 potential savings as an incentive, they will not guarantee it. When pressed, they admit it’s just speculative. The manner in which the county wants our residents to pay is unfair, more per capita than any other municipality. We can ill afford the Unifi ed Command Center, especially in light of the recently passed tax cap. Apparently, Mr. [Democratic Town Board candidate John] Lockwood would sell out the Glenville resident in favor of his county party bosses. Regarding the town’s “budget gap,” the increased expenses are directly related to state-mandated retirement contributions and contractual agreements made prior to the cap enactment. Clearly mandate relief should be a no-brainer for the state Legislature. Regardless, since the majority of our residents want us to stay under the tax cap, I and the board are committed to do so. As for health insurance, the board looked at insuring our employees and retirees in the same model as some other municipalities. However, we do not currently have enough eligible insured members to achieve any savings, either in self-insurance or in prescription drug programs. We looked at police consolidation but village residents declared they do not wish to explore consolidation, so village trustees quickly dropped the matter. We are compelled again to respond to inaccuracies from letter writers who are waging a mudslinging campaign to further their own interests. We are committed to an open government with a civil exchange of ideas, but we all must be informed and know what we’re talking about, not just spread partisan blame for real-world problems. That won’t help us meet our fi scal challenges. Glenville residents deserve better.

GLENVILLE — Glenville officials have taken the first step to override the 2 percent tax cap but say they hope that won’t be necessary. Glenville Supervisor Chris Koetzle said the Town Board fully intends to stay under the cap. However, in order to even have the option of overriding it, the board has to hold a public hearing and pass a local law. The hearing will take place on Wednesday at 7:30 p.m. at the Glenville Municipal Center on Glenridge Road. “All we’re doing is giving ourselves the ability to manage the budget when it’s due and have all the tools available to do that,” he said. While the board wants a fiscally sound budget, trying to get to what Koetzle deemed a “magic” 2 percent may not be in the town’s interest. “We want to get the tax levy as low as possible. It may not be 2 percent,” he said. “We all have to ask ourselves: What does 2 percent mean as far as services and where [do] those cuts have to come in services and do those residents want to lose that?”
Well, if Glenville had the fees the City of Schenectady imposes on the taxpayers, they could hide the blatant increases in the garbage, water and sewer bills.
But sadly, Glenville doesn't have bogus fees and can't hide major increases there.
Guess only in the City of Schenectady is the leadership so sleezy.
You don't read very well. Glenville raised taxes 1.8% not over 2%. This whole thread was a total lie started by a miserable loser. Schenectady raised record taxes and fees more than Glenville. Thank God Glenville has REP government that cares about keeping taxes affordable. Not greasing golf developers.

Glenville Supervisor Christopher Koetzle's $11.88 million plan calls for a 1.8 percent property tax increase. For an average home in the town, one assessed at $174,000, the municipal portion of the tax bill would go up by $10, to $563.

Rotterdam, NY – Citing the findings of the Tax Foundation, a non-partisan Washington D.C based research group that ranks Schenectady County 24th on the list of counties nationally having the highest property taxes as a percentage of home value, Endorsed Republican Candidate for Rotterdam Town Supervisor Brian McGarry announced today his support for the 2% property tax cap proposed by Governor Andrew Cuomo and passed by the New York State Senate. McGarry conditioned his backing on the accompaniment of the tax cap with substantial mandate relief that will provide local governments and school districts the ability to restructure their budgets and to address the rising costs associated with employee compensation and benefits. The candidate urged the New York State Assembly to pass the legislation during the current legislative session.
According to the Empire Center for New York State Policy, municipal and school district spending resulted in property tax levies increasing at more than double the average inflation rate of 2.6 percent during the ten year period between 1999 and 2009*. The study found that school taxes grew even faster at a rate of 6.3 percent a year.* “It is not a coincidence that from 2000 to 2008, New York State experienced the largest loss of population to other states**, McGarry said.
The Town Supervisor candidate affirmed his support for essential government services, but stated that the rate of increase in personnel costs is unsustainable.
