You can't make a rule to not 'hate'....cause that is really what it boils down to.....HATE!!! And after the government is done brainwashing it's citizens into thinking one culture/country is 'dangerous' and is looking to kill your family or take your freedoms or your way of life away.......yup....you 'hate' them. The US Marine Corps teaches a very strict code of conduct in war. Even to the point of disobeying an order if it would entail a crime. With out a strict set of guidelines... or a code of conduct, or rules of engagement, we become like them. Once there are no rules about killing civilians... we are the terrorists. Once we torture... we become as godless as they are. Once we abandon a personal code of our own conduct... We become what we seek to destroy.
In war more than most other places, a very clear, concise, well defined set of directives is essential to operate an effective military.

U.S. Military Use Of Force Continuum
The Marine Corps Close Combat Manual (MCRP 3-02B) presents a “Continuum of Force” broken down as follows:
Level 1: Compliant (Cooperative). The subject responds and complies to verbal commands. Close combat techniques do not apply. Level 2: Resistant (Passive). The subject resists verbal commands but complies immediately to any contact controls. Close combat techniques do not apply. Level 3: Resistant (Active). The subject initially demonstrates physical resistance. Use compliance techniques to control the situation. Level three incorporates close combat techniques to physically force a subject to comply. Techniques include: Come-along holds, Soft-handed stunning blows, Pain compliance through the use of joint manipulation and the use of pressure points. Level 4: Assaultive (Bodily Harm). The subject may physically attack, but does not use a weapon. Use defensive tactics to neutralize the threat. Defensive tactics include Blocks, Strikes, Kicks, Enhanced pain compliance procedures, Impact weapon blocks and blows. Level 5: Assaultive (Lethal Force). The subject usually has a weapon and will either kill or injure someone if he/she is not stopped immediately and brought under control. The subject must be controlled by the use of deadly force with or without a firearm.
Rules of engagement are most often decided upon by commanders and are created to carry out and fall in line with over-arching orders or goals from higher command. In order for this to be accomplished, commanders must manufacture rules of engagement that will not violate the trust of the local population, but will instead foster a relationship of respect and understanding.

War is the ultimate breakdown of civilized society, yet we believe there are "rules". These rules were written by men(politicians) than never intend to put themselves in a position to see if they would be followed. Geneva Convention is an opiate, giving the soldier faced with a hopeless situation of war and its chaos, a sense of hope and order.
Saying our policy of torture puts our soldier around the world in danger is totally missing the mark. It's our policy of stationing soldiers around the world and committing them to conflicts without clear objectives is what puts them in danger.
