They have not asked for a bond referendum in 40 years (and I am not sure they took out bonds when they built the current station in 1970) .. the answer to your question is quite obvious ... the building was built in 1970 to the standards in place in 1970 .. 31 years have passed and standards for public safety buildings have changed (especially since 9-11).
And - don't forget - this proposed expansion includes only what is actually needed to bring the facility up to standards -- there is no "fluff" or "extras".
