Bottom line is that nys is the WORSE state in the country to do business!!! NYS is not business friendly and is now also not taxpayer/resident friendly!! The state imposes such high taxes that the only way to bring businesses in to a community is to offer lucrative tax breaks AT THE COST TO THE TAXPAYERS!!!! It's all bullcrap!!
Abu Dhabi's Advanced Technology Investment Co. (ATIC) owns 70% of Global Foundries and the taxpayers are footing the bill for them too. The same nys elected officials (and 'upchuck' shummer & tonko come to mind)that impose impossible taxes on businesses are the same ones who boast about every business that comes into the state.........AT THE TAXPAYER'S EXPENSE!!
Not only do businesses have to deal with state taxes/regulations, and adding insult to injury, have taxes/fees/regulations at a local level of their own making it almost impossible to do business and make a profit. So the taxpayers, who are already over burdened, are footing the entire bill that is clearly unsustainable.
It is government's job to provide a low tax, low crime, solid infrastructure, free of fees/regulations, good school system, so businesses 'want' to set up shop there to enhance an already structured solid community. Schenectady is doing it a$$ backwards.
There is a breaking point.........and schenectady, the highest taxed in the state....is there!!

EDITORIAL: There’s a limit to the gratitude we should show GlobalFoundries Story Discussion Posted: Tuesday, May 10, 2011 8:29 pm | (3) Comments Font Size: Default font size Larger font size
Are we there yet? That’s what the kids all say when they feel they should be nearing the end of their journey. It’s also what local taxpayers might well be asking when it comes to the seemingly endless stream of tax breaks requested by GlobalFoundries. Are we there yet? Can we be done now? Haven’t we given enough? It’s one thing to invest $1.2 billion in taxpayer money to entice the computer-chip giant to come to New York. As any economic development official will tell you, tax incentives are the price New York has to pay to level the playing field with other states over its high taxes. All other factors being equal, New York would have no chance at bringing any industry here without offering tax breaks. That’s the way the game is played. But at some point, our elected leaders have to stop being so grateful with the taxpayers’ money. It’s true that GlobalFoundries will provide a giant boost to our region’s economy. It will provide around 1,200 to 1,600 jobs, with a projected annual payroll of $105 million. In addition, it will spur dozens of spin-off businesses in the retail and industrial trade. It will create a more vibrant market for housing. And its employees will patronize our stores, restaurants and gas stations, boosting local sales tax revenue along the way. But hosting GlobalFoundries does not come without a price. Those 1,200 or 1,600 workers will drive up the cost of maintaining our roads, water and sewer systems, and landfills. They’ll require additional fire and police protection and recreational opportunities. They’ll send their kids to our schools, requiring communities to expend more for teachers and other resources. Each of those spin-off businesses will have a similarly widespread impact. Yes, our region will benefit from the jobs and sales tax revenue. But the company also benefits by being in Saratoga, close to global markets and a skilled workforce. And remember, GlobalFoundries isn’t running a charity. This is a multi-national technology corporation backed in part by an oil-rich Middle Eastern government. The computer chips and other products created at the Luther Forest plant will generate millions of dollars in profits for the company’s owners. Some of those profits, no doubt, will be reinvested in the local plant. But a lot of those dollars will leave the area. The GlobalFoundries plant has the opportunity to be a win-win situation for all involved — but only as along as everyone is winning. If the community gives up too much in tax revenue, it becomes a win for GlobalFoundries’ corporate ownership. but not necessarily for local taxpayers. It is not looking a gift horse in the mouth by saying, “enough already.” In addition to the $1.2 billion in tax breaks and incentives provided New York state taxpayers, the company already has received a $139 million sales tax break. Last week, the company filed a request with the Saratoga County IDA for $305 million in additional sales tax breaks for manufacturing equipment, an administration building and other equipment. That comes on top of the $140 million already granted by the IDA this year, bringing the grand total of the requests to about $445 million. But that’s not all. Besides a break on sales tax, the company is also seeking a break on its property tax paid to schools and local communities. Last year, it challenged its $160 million assessment. If its ongoing court challenge is successful, the company would see its 2010 property tax burden drop $1.8 million, from about $3 million to about $1.2 million. The company is also likely to challenge this year’s assessment, which more than doubled to $400 million. Defenders of the tax break on equipment say that full exemptions are common. They say no one would be balking if the same 100 percent exemption was being granted for a paper manufacturing mill or other factory. They say the reason GlobalFoundries’ is getting such scrutiny is because of the unusual size of the project. But this isn’t a paper plant. This is a $4.6 billion -- with a B -- computer chip fabrication plant that could expand to up to $6.9 billion. The equipment inside alone could approach $5.7 billion. You can’t lump this project together with all the others. This is the Taj Mahal, not the Elks Lodge. It is different than other projects, and therefore can be treated differently than other projects. In fact, the special tax breaks it’s already received are unprecedented. Why? Because there is no other precedent for a project of this size and complexity in this state. Taxpayers shouldn’t mind offering a big company a break on New York’s high taxes in return for a large boost to the local economy.

the business pay taxes in saratoga for sure, but the taxes are high and they push the cost onto tenants, who cannot afford the rents
I'm talking about JOBS, I'm talking about the time when GE was a flourishing epicenter for the City.
Why didn't the Plex get Beech Nut? They were moving, why not here?
Ever hear of the company Nation Wide Tarps? They make tarps used for billboards and they're all over the world (especially in Times Square). Did you know that they USED TO be in Schenectady right near ALCO but were taxed to death and left for Amsterdam. Why didn't the Plex give them a deal to stay? They employed well over 100 people.
way too much time is being spend on the false sense of economic security and not enough time spent on the real issues......RESIDENTS/TAXPAYERS/WORKING FOLKS!!
Not enough time spent on how the failed metroplex/gillen has negatively impacted the residents/working class!! They are deliberately being ignored by Ray Gillen and Gary McCarthy and their media outlet.

The rich and powerful do not pay enough of the taxes in New York and in Schenectady County there is a trend to make the system more progressive and to take care of those that cannot take care of themselves through no fault of their own, and that is a good thing. I wish to congratulate the fine political leaders we have including Susan Savage and others who have sought to make the playing field more level for the working families of this county. Please continue the progress and to the ultra tea baggers: resign immediately before you cause more disgrace and hardship. That includes you Senator Farley, you are past your prime. It is time to be more inclusive and bring a woman or minority into that post.
Hey GG-can we put you down as supporting Pat Zollinger? We know how you are fighting the glass ceiling {for Town jerk only}. Sure you will support the only female candidate for County Legislature -lol.
I wouldn't vote for Pat Zollinger -- even if she were the only person running in the race.

But there are and will be a HECK of a lot more jobs at Global than there are in the entire Schenectady Downtown.
Again, $10 million spent for a stage for Proctors when that money could have been used to get real jobs here. Why would any entity ever waste such an enormous amount of money?

The current 'leaders' are the ones giving the rich and powerful free property Downtown. Working families can't find work in Schenectady because the elitist leaders give millions to Procotrs and Paul Mitchell and fail to bring in even ONE decent business into the City.
The current leaders have aided in creating an unfair advantage for connected businesses Downtown meanwhile leaving the taxpayers without jobs and without hope for a bright future.

Yes, the county has Global, but Global is supposed to bring LOTS of good paying jobs. I'm not sure they are getting a 100% property and school tax exemption, but, you can bet, DV that I WILL find out and post it here.
Now, tell us DV, in exchange for the hundreds of milllions in handouts just to open these businesses downtown, AND in exechange for not paying any property taxes, tell us about the good jobs in the city. Global is creating NEW jobs. Schenectady's handouts are MOSTLY taking LONG LONG EXISTING jobs and moving them a few miles away.
Now tell us dv, tel us about the jobs in downtown, the dishwashers, the ticket takers and popcorn makers, the pizza cutters and the maids. Tell us, DV, can those people contribute to the city????? Can those employees buy a home in the city and live in it? Can they afford the taxes. MOST of the jobs downtown DV, are such low wage jobs that the employees have to get public assistance to make ends meet. The pay of most employees downtown quality them for all kinds of benefits.
Optimists close their eyes and pretend problems are non existent. Better to have open eyes, see the truths, acknowledge the negatives, and speak up for the people rather than the politicos and their rich cronies.
