I really would appreciate it if this posting could stay civil and not go all political-crazy

Who would I call to complain about a neighbor who's fence is rotting and falling down into my yard, they have like 4 dogs that they do not clean up their poop, piles of wood, metal, junk and standing water. The smell is horrible when it's hot and to be honest, I'm incredibly concerned about the misquitos and flys that are sworming over there.  The house is in shambles and I understand that's their choice. But I have 4 children. I have to PROP their fence up in order for it to not fall into my yard. they have junk in the side yard between our houses, rusted metal, standing water....you name it. Honestly, they are nice people but I believe they are hoarders. With the new Misquito transmitted illness, I'm especially concerned.

Again, please, can we keep this civil?

THanks so much.

That would be Griesemers department, but don't expect any service from him.  He is way too busy trying to hold on to his job.

Have you tried having a civil discussion with them about your concerns for your kids' safety and that fence could fall into your yard, etc.  Maybe that along with an offer to help rebuild or repair the fence might be a good start before the local town path....unfortunate as it is, going to town who then goes to neighbor could create a bad blood situation.  I would at least try the talk path first, and if that does no good, then at least you've tried.  GOOD LUCK!

Yes, we've talked. They told us a new fence was going to be put up. that was 3 months ago. Since then there are now pieces of old fence (that I assume is what he will be using to eventually replace this one) piled up on top of a trailer, truck bed, canoe and lawn mower tepee in the space that separates our houses.  needless to say, there is no new fence.

They also allow the stray cats in the neighborhood to climb up the roof of their house and enter an upstairs window. the cat pee smell is horrific at times.

If you cannot get satisfaction from Griesemers department, I would recommend calling the Supervisors
Office and complain about his department.

KD,
I don't know your specific city ordinances, but is there a Pooper Scooper Law?  It would seem that a continuing problem of Piles of Poop would eventually be a public health issue.

It's contained to their back yard. you can see through the fence because it's in such bad shape. there is dog poop everywhere. Most is growing mold. It's terrible.

I'm not sure there is a law about one's own back yard....

Sadly you might have to just put up your own fence. If the city gets involved they could make them tear it down but they have no authority to make them put up a new one. I would try talking to them again, maybe even offer to pay 50% of a new fence since it will also improve your landscape. Our neighbor took advantage of us being nice also, we let him use our lot to store a trailer for awhile eventually though cars and people ended up going back and forth through our property. Instead of making a scene and possibly causing a feud we ended up just putting up a fence so people couldn't cross or use it.

From the Rodderdam NY Code:

B.

No owner of a dog shall keep or harbor a dog in an unclean or unsanitary manner. For the purpose of this article, "unclean" shall be defined as not being clean of any fleas, bugs or other insects; "unsanitary manner" shall mean that the dog shall not be quartered in surroundings with an unreasonable amount of feces lying about.
Chapter 107.

Sounds like this is what you need. Let me know how you make out.

THANK YOU!!!! Definitely need that. I have just taken a bunch of pictures. I do feel badly for the animals. I can only imagine what is on the inside of their home. The dogs are NEVER taken on walks, they just go out in the
back "yard" (landfill)

This is sadly a holdover issue from the last administration where they let everyone do whatever they wanted if they were connected somehow with the friends and family of the supervisor or the political leaders of the party that ran the town so terrible. Look what they did to the Macejka family and many other good people who did not deserve attack. There were families with special needs in Maple-Pine Manor who were almost forced out onto the gutters because of the Wall Street greed that administration supported. Also there were many seniors whose needs were ignored at the senior center because of callous indifference towards them. Soon most of these issues will be resolved with people who have compassion entering public service at the town level. It is time for a change. We have Angelo Santabarbara and Sheriff Buffardi and others that will work hard to take car of and address yours and others who have important neighborhood issues like that. It is all about quality of life and the right political leaders will make all the difference.  GG

From the Rotterdam code provided, you can go to thje Codes Enforcement and also the local ASPCA....at least a part of the concerns might be addressed and maybe they will get the message.  GOOD LUCK and keep us informed on how it goes.
