THIS has been a Democratic Seat for 60 years and everyone knows it shall REMAIN one. It is Eunice's seat and she would not endorse or condone anyone but Diane Marco who is the jewel of Rotterdam ----occupying it.
Right DVR. This should not be elected it should be appointed by the DEM committee morons. Maybe LD should get it next? lol- |

the Office of Town Clerk may be appointive or elected -- but the Office of Town Clerk itself can NOT be abolished
You twit!!! Where did I write it should be abolished! I'm advocating for all town offices not involved in legislation (ie; clerk, highway, etc.) to be changed to appointed/hired.
also -- did you know that state law allows a town to have a town board of 3 members, 5 members or 7 members ?????? In theory, we could drop two seats and save some money -- but I am not suggesting that.
Want to save some money? .... supervisor and board members shouldn't be paid ......I'll give Del Gallo this, and grandstanding or not, he didn't take a salary.
Personally, I would prefer to elect our town board members from single-member districts -- so that every part of the town would have representation on the board .... but I am not sure that state law would allow us to do that.
Laws can be changed. You still didn't answer my original question as to whether you and your cronies support making the clerk and other offices non-elective? Simple question. Yes or no. |

what law...there is only law of Rotterdam....more seats on council would be more effective....more heads to brainwash...could be very tiring....there are laws of work ethics...but who follows them...and how many on the TB really understand what is put in front of them as a resolution...yadda yadda yadda...
I take it that you are not aware that the town must function according to STATE LAWS regarding municipalities. |

Laws can be changed. .
Yes they can be changed. And they can be changed by 'we the people'. Ya wanna change the clerks office to appointed instead of elected? The residents have to join forces and put together a permissive referendum. Get the signatures and it goesup for a vote in the town....simple as that! |

the Town Clerk is an elective office .. because the state law requires that .. the town can not abolish the Town Clerk's Office.
If Rotterdam did not have an elected Receiver of Taxes, the duties of that office would devolve to the Town Clerk ... according to state law.
We can have a part time Town clerk at say half the salary paired with a fulltime Deputy Clerk at a more reasonable salary. It would take some of the cut throat campaigning out of the mix because it would no longer be such a financially lucrative position! |

need more thought into ALL the positions.....too much waste and unproductivity......so much ado about the clerk....more important issues at hand.....waste is the biggest issue.....too much paid and not enough work.....why do we need so many to dig a hole....then go to break....then go to digging...then go to lunch.....etc., etc., for one example |

Sorry if I'm beating a dead horse here...... .....but I'm just looking for clarity on the issue. The excerpt I posted was from something called New York State Commission on Local Government Efficiency and Competitiveness, published April 2008. http://www.nyslocalgov.org/In the section titled "Conversion of Elected Local Offices"....... http://www.nyslocalgov.org/pdf/Conversion_of_Elected_Local_Offices.pdfnot only does it suggest that the office of town clerk be converted to an appointed position but also these:
Quoted Text
This brief describes the functions and legal background on the several local offices for which the Commission proposes change. However, the type of change that is being recommended varies. Many offices are proposed to be converted from elective to appointive statewide; for other positions, we are recommending greater flexibility for counties to convert the positions to appointive. The Commission is recommending the following changes. The following administrative positions should be converted from elected to appointive offices by statute: Town Highway Superintendent Town Clerk Assessor Town Tax Receiver and Collector County Coroners. County legislative bodies should be given the option to convert the appointed office of coroner to a medical examiner, with provisions to allow for them to serve multiple counties. Allow county legislative bodies to convert the office of elected county treasurer to appointive commissioner of finance without a referendum. Counties should be allowed to convert the offices of county sheriff and county clerk from elected to appointed, or abolish the positions.
It was suggested here that a permissive referendum would be the way to go about initiating these changes, however after reading this section:
Quoted Text
The town can change the clerk from an appointive office to elective by resolution subject to permissive referendum, but to change from elective to appointive would require a local law subject to mandatory referendum. Prior to 1974, the office could be made appointive by resolution subject to permissive referendum, but that provision of Town Law was repealed.
I'm a little confused. Does this mean that a permissive referendum isn't applicable here? Just looking for some answers from some one who maybe is able to translate this for me. |

I have a different option that I will share after the election is over. |
