Based on a conversation with an employee of NYSEP I learned the following.  NYSEP is NOT a state agency.  NYSEP obtains funding from surcharges on your National Grid bill.

I asked the NYSEP person, "why not have state workers do the work"?  Specialization is part of the answer but the smallest portion.  Remember, state employees will be laid off & yes our taxes (fees) are too high.  The NYSEP employee told me that when they interact with STATE agencies they encounter the following.  Some state employees are lazy, more want to use their brains & do more, BOTH supervisors & union representatives discourage state employees from doing more.  The vast majority of the state work force is eager to do more but they are held back.  The unions get some of the blame but do not rule out management.

Before retirement I worked in local government, the stories I could tell of state ineptness are legion.

I want NYSEP out of my utility bill.  The legislation authorizing this agency needs to be undone.  The people who work for NYSEP (they are competent) need to be absorbed & state workers must do NYSEP work.

I make a big assumption that a NYSEP should even exist but I will roll over on that issue today.

Here is some energy planning for free:  Turn the many water ways (moving water) in NYS into energy generating plants.  'Frack' for oil.  Lower taxes on energy.  Remove Thruway tolls, they stifles business to communities without a exit & burn energy.  Not to mention the 'authority' is a dumping ground for patronage.  All this good advice from me a taxpayer, for free.  Now let's see what the elected officials can come up with.
