There are more than 10,000 gas pumps in the five boroughs of New York City, and if you want to work as a pump jockey at any of them, the City of New York demands that you pay a fee and pass a test in order to be considered ‘fit for dispensing motor fuel.’

Adding to the eyebrow-raising portion of this story is the fact that in New York, like most other states the average citizen is permitted to pump their own gas. Self-servers (like you and me) are not required to have a license, but the stations where self-serve is available must have a ‘P-15 licensed’ person on duty when gas is being dispensed.

The people who make their living putting gas into your car are probably not in the highest income tax bracket (if they pay any tax at all), which also makes it more offensive when New York City requires these folks to pay a $25 dollar licensing fee (with a $15 renewal charge every couple of years) in order to earn the minimum wage.  And not everyone is eligible to take the test. From the city’s website;

QUALIFICATION REQUIREMENTS
1.     Applicants must be at least 18 years of age.
2.     Applicants must have a reasonable understanding of the English language.
3.     Applicants must present a letter of recommendation from his/her employer. The letter must be on official letterhead and must state the applicant’s full name, character, physical condition, experience, and address of premises where applicant will be employed.
4.     Applicants must present two (2) forms of satisfactory identification i.e., driver’s license and passport picture ID.

I understand it.  Be able to read--not putting Diesel in a "Regular" tank.  Eighteen yrs. old--insurance issue for the business owner. ID--everyone needs ID.  Letter of recommendation--sure.  Because you might have the biggest theif in the City collecting on your Lotto tickets.

No much of a money grab.  The owner will pay the fee.

How many stations have full service anymore? Granted, the state of NJ is an exception (how stupid is that law.

As for the owner paying the fee - how many more fees can stations (really just store owners - not including the gas) absorb, especially with the turn around in employees, before passing those costs on to the customers?  You've said it yourself, 2-4 cents per gallon on gas is their profit (if they're lucky) - and with "pay at the pump" virtually everywhere, inside convenient store business is already down for most (now that all the smokers are quitting because of the obscene prices) ... how much more can station managers absorb without ridiculous markups to the customers?

MT--I agree with you.  But the truth is the owner WILL pay the fee.  Who do you think pays the fee for people to get trained on the Lotto?  The gas station owner.  I didn't mean to intimate I would back it--I just understand it

But, there's no "license" required to operate a lotto machine - in fact, if you can read, it's pretty easy.  The employer has no out of pocket expense - it's part of their normal training.  With this ridiculous law, it's a direct expense to the employer (above and beyond the training)

That must be new - when I worked for Stewart's part time, there was no official "training" program other than "on the job".

Boomer - I just did a cursory look at the Lottery's website and can't find anything on that $100 fee - can you point to someplace that explains/outlines that?  (Just curious more than anything)
