So how do you stop someone from setting food out for cats? It is their own private property and no one can tell them what they can and can't do. Do people need to stop feeding birds too? It's a sticky issue.

I am having a terrible issue with cats in my neighborhood as well. In fact, This situation is VERY similar to my situation. The stray cats in my neighborhood are spraying my house, my car, my childrens swingset...etc etc. I HAVE called the town and left a nice message with my phone number for a call back to let me know if there is anything that can be done. I did not get a call back at all.
This is a real problem for people. If you don't have to deal with it I can see how it may sound stupid or silly. But I promise that if your house, car or childrens toys were being urinated on by stray cats and if your lawn/flowerbeds and such became a litter box....this wouldn't make you laugh. I have children, I can't imagine these cats are all healthy, Ithink that if a person is feeding stray animals, it automatically means they assume responsibility for them.

Fantastic video with lots of great info. It sure would be nice if we could get these cat's spayed/neutered. Unfortunately this is so costly I personally could NOT do this myself with all the cats that live near me. I'm so new to my neighborhood, I don't even know anyone yet! But these cats are out of control.

Dan Lange didn’t object when his elderly neighbor put out a small bowl of food for the stray cats on Lucy Road about a year ago. But he said one bowl of food turned into fi ve and the neighbor began building small shelters for the strays. Pretty soon, what was only a few cats exploded to nearly two dozen, Lange said. They yowl when they’re in heat, they defecate on adjacent properties and as untamed cat populations tend to do, they multiplied. Lange said the first litter of kittens was adopted by neighborhood residents, but he’s worried about what will happen to the next if something isn’t done soon. “It’s a little sanctuary,” he said of his neighbor’s home. “But they’re not her cats.” And that’s one of the reasons she hasn’t ran afoul of the town’s cat registration ordinance. The law requires Rotterdam cat owners to register their pets with the town or face a $25 fine for first time offenders. The woman, 85-year-old Millie DiCaprio, acknowledges she puts dry food out for the cats in her car port, but disputes that they cause any disruption. She said she only started feeding them out of fear that they might starve otherwise. “I don’t see what I’m doing wrong,” she said, “They just eat and run.” In fact, DiCaprio said she tried to get the town to pick up the cats — about nine by her tally — but to no avail. Speaking of animal control, I was down at Rotterdam Square the other day. I saw the Animal Control truck driving around in the parking lot down there. Was there some sort of call where there was a need for them down there? I didn't see any animals that needed rangling there, and if there's so many cats around that need to be caught, shouldn't they have been working on that? I just wouldn't think that would be a place for animal control.

Re May 6 article, “Too many cats, ineffective rules pose town problem”: Oh, my goodness! Will Dan Lange please get himself a life? Why is he walking around his neighborhood counting cats? And why is he harassing his neighbors? Mrs. DiCaprio shouldn’t be bothered or made to feel threatened by him or anyone else, for that matter. She’s simply doing more for abandoned, unwanted animals in her neighborhood than her own community can be bothered doing. Why isn’t Lange contacting the town and harassing them about coming to the neighborhood to pick up the supposedly “20 cats” living in his neighbor’s yard?” Mrs. DiCaprio has lived in her home for nearly 50 years. She takes care of her home and her lawns, and she looks out for her family, friends and neighbors. She isn’t harboring any wild, exotic animals. She isn’t building any structures to care for them. She doesn’t own the six or seven cats she feeds. She’s a kind person who feels bad for them and simply leaves food out so they won’t starve. Granted, cats are excellent hunters and left to their own devices will fend for themselves just fine. But, where is the harm, and where in the law does it say she can’t feed the cats? Do you honestly feel threatened to live on your street because your neighbor is feeding cats that aren’t hers? The real bad guys in this story are the original owners, whoever they may be. Someone owned the cats in question and set them free. Stop harassing this good lady, who is only trying her best to help a few unwanted strays. Until the laws are changed, until animal control gets off their good intentions and actually does something, until the wrong people stop having pets, I’m very happy there are people in the world like Mrs. DiCaprio.
