Appoint William Cook of Rotterdam, New York as a member of the Town of Rotterdam Ethics
Board commencing January 1, 2011 and expiring December 31. 2013.

Res. No.167.11
Appoint Nancie Askew of 772 Coplon Road, Rotterdam, New York 12306 be and she
is hereby reinstated to the position of Senior Typist, full-time, temporary with no
employee benefits at an hourly rate of $12.00 per hour.
SECTION 2: This resolution shall take effect immediately.

PUBLIC HEARINGS:
A. To discuss the allowance for land clearing activities which would entail clearing
approximately 1.5 acres of property and grading approximately 0.95 acres of land. This
vacant property is known as Tax Parcel #48.00-2-25 and is located on the southwest side
of Old River Road approximately 1150 feet east of the intersection with West Campbell
Road, Rotterdam, NY 12306.

PRIVILEGE OF FLOOR FOR AGENDA ITEMS

Authorize the Supervisor to execute a renewal contract with Catholic Charities of
Schenectady County, 818 Union Street, Schenectady, New York 12308, in the amount of
Three Thousand and 00/100 ($3,000.00) Dollars for implementation of the Nutrition
Program for the Elderly for the year 2011.

169.11 Authorize the Supervisor to execute a renewal contract with Catholic Charities of
Schenectady County, 818 Union Street, Schenectady, New York 12308, in the amount of
Five Hundred and 00/100 ($500.00) Dollars for implementation of the Transportation
Program in conjunction with the Nutrition Program for the Elderly for the year 2011.

170.11 Authorize the Supervisor to accept an easement from Suzette Amrock for a
proposed turnabout at the westerly end of Catherine Street in accordance with the minor
subdivision of lands of Suzette Amrock, 2131 Hamburg Street, Rotterdam, NY.

171.11 Authorize the Comptroller to Increase Highway Fund (DA-599) Appropriated
Fund Balance and Highway Fund Appropriations (DA-960-5110.47100) by up to
$30,000.00 to cover the payment of Bluebird Lane/Horizon Blvd. drainage project
expenses in the 2011 budget.

172.11 Adopt and authorize Supervisor to sign Negative Declaration dated April 27, 2011
for a Comprehensive Plan Amendment and Change of Zone request on approximately 36,275
square feet of property from Single Family Residential (R-1) to Retail Business (B-1), on a
portion of Tax Map Number 59.18-4-26.2 and all of 59.18-4-26.1 located at 2984 Hamburg
Street, Schenectady, New York, 12306.

173.11 Adopt Local Law No. SIX (6) of the Year 2011 for the following purpose:
Amend the Comprehensive Plan, Zoning Ordinance and Zoning Map of the Town of
Rotterdam for on approximately 36,275 square feet of property from Single Family
Residential (R-1) to Retail Business (B-1), on a portion of Tax Map Number 59.18-4-
26.2 and all of 59.18-4-26.1 located at 2984 Hamburg Street, Schenectady, New York,
12306.

Public Hearing was called for at the Town Board meeting of March 23, 2011.

Public Hearing was held at the Town Board meeting of April 13, 2011.

174.11 Authorize the Supervisor to execute documents to grant an easement across town
property to allow access and utility installation to property known as a portion of Tax
Map Parcel #59.16-1-1 located off Mercer Avenue and abutting Interstate 890 to the
west, the lands of NY Central Railroad to the north, and the lands of Niagara Mohawk to
the east.

175.11 Budget transfers by the Town Comptroller to various accounts.

        That's just another way to continue to fund REMS without the taxing district.  Just drag your feet on this issue while tens of thousands per month slip through the coffers.  I remember Salamone asking at a TB meeting early in this administration if the taxing district would be put up for a vote and FDG promised yes it would.  They had almost an entire year to get the medical board established and in place regardless of the vote outcome yet nothing occurred.  Now we are 4 mos. out from the vote, and still nothing.  No other Town in Schenectady County would the residents allow for such lame ineffectiveness and mismanagement, only in Rotterdam . . . .

Wasn't the $10K/month taken out of the budget? Then it would appear that rems is being allowed AGAIN to keep the als $$$ that should rightfully be given back to the taxpayers.....yes? You are correct avon.............only in rotterdam!!!

        Yes you are correct about the 10k/mo. coming out of the budget.  This was based on either a positive vote for the tax district, or the electorate opting for a private business.  So other budget adjustments were made based on this decision that now cannot be met because of the continued loss of ALS monies.  The only TB member that has broached this topic was WC who mentioned at one of the meetings what his estimation of the lost revenue meant to the Town at that point of time.  That's why this group has got to go!  Rhetoric over a racetrack, senior center, special spot zones, but no real work for the people being pursued!

someone or something needs to be the scapegoat

it will be used against ND

WC's spin will be interesting

maybe 2 motions will be brought to the floor on wed's meeting and we will have an answer

The 120K budgeted for REMS last year was not based on the tax vote...except maybe the desperate gamble that it would go to
a vote and be approved before the subsidy ran out...it was a budget amendment made AFTER ST lost the election and knew that
REMS would now be at risk of losing the ALS revenue ST knew they were keeping. This figure was not random or coincidental...it
reflects what is likely the average annual revenue generated from ALS service, meant to replace the funds that REMS was improperly
retaining.

WC is pathetic, really...he is purposely holding up the ems issue to serve TJ's REMS agenda...while reportedly planning to abstain
from voting on the ems contract.

But didn't ND add the proposed 2011 collected als $$$$ to the budget? And didn't she say that it would cover the attorney expenses that they hired at the midnight hour?

So now there is NO als money coming into the rotterdam coffers. And you can be that rotterdam taxes will be increased next year to cover the short fall and ND will be blamed for it.

So instead of kissing FDG's a$$, why isn't she screaming for the contract so they can start collecting the als $$$$?
