The truth is, that GA's voting record was public knowledge. He had the highest conservative voting record in comparison. So while he may not propose legislation, like many many others, his voting record, as well as others, are key and speak volumes.
There are many conservative minded elected government officials, who fight like hell and vote to pass conservative legislation............but it's not enough. eg....obamacare!
