Council members did vote to pay retired DOT engineer William Winkler $48,000 out of Stratton's left over salary line to help run the city and be director of operations while McCarthy keeps his job with the Schenectady County district attorney's office.
so while McCarthy is at his full time job all day at the DA's seems like Winkler really would be acting mayor.
