Just like if you don't have a down payment you shouldn't be purchasing a residence. There are no legitimate City purchasers so Ba-Ba manufactures them? Only in Schenectady.

Business owners pan offer by city

    Free rent sounds good — but the fine print in the city’s offer turned off several business owners last week.
    At least five prospective business owners met with the city’s auctioneer to discuss city-owned properties they could rent for free.
    They were dismayed to learn that they would still be expected to bring the buildings up to code, putting potentially thousands of dollars into a building they wouldn’t own.
    There are some benefi ts: they wouldn’t pay taxes, and if their business went under, they would be able to walk away without dealing with the hassles of selling their property.
    But the cost would still be far more than zero.
    Auctioneer Randy Passonno emphasized that the city would make no repairs and would not maintain the buildings. Even trash collection and snow removal are not included.
    “The city cannot bring it up to code for you. That must be part of your proposal,” he said. “The city will not be the landlord, basically.”
    One man, who had considered opening a restaurant, responded angrily.
    “What kind of offer is that? It doesn’t help the renter,” said Mohammed Wakeed, who owns the Taj Mahal restaurant.
    City Councilwoman Barbara Blanchard agreed with him.
    When contacted later, she said she didn’t want renters to pay for full repairs and code improvements. She’s asked Acting Mayor Gary McCarthy to remove those requirements for at least one commercial site.
    “Maybe all the commercial buildings,” she said. “We can’t get that much for any of these. It would be better to use them to spark interest in a neighborhood.”
    Metroplex Development Authority Ray Gillen said that some business owners strongly prefer renting, while others insist on owning. The main advantage to renting, he said, is that the business owner doesn’t have to worry about building repairs.
