My recollection from watching that meeting was that the vote cast by ND was to put the creation of a taxing district out to a referendum. In order to put it out to vote a tax district had to be hypothetically created.....but its creation was contingent upon approval of the voters. You are all shading the truth.....as usual on this blog. By why should that stop you? |
