We have no idea how this Navy solicitation ended up getting released, and we sort of don’t want to know. (We’d like to believe that the templates for these solicitations really do say “Whatever it is” as their dummy-copy headline.) But we’re sure that somewhere, at some Washington bar, an earnest crusader against Pentagon waste sees this pop up on his BlackBerry and tells his bartender to make it a double. Or maybe a triple: the “Recovery” logo means that “Whatever” is part of President Obama’s controversial, gazillion-dollar stimulus package.
