To my knowledge the 1 meeting a month in November and December has been the routine for a number
of years,
I am not sure when the 2 meeting a month schedule was originally adopted -- seems to me that a number
of years back it was just once a month.    


Well, I have been consistently following what has been happening since some time in the Tommasone administration and for each of the years, they had 2 meetings for every month of the year except for July and August.  That means they had them during November and December.  For some reason, this year just lined up appropriately because they decided to do the meetings the 2nd and 4th Wednesdays, instead of every other Wednesday, which was previously done.  The second meetings of November and December were canceled (or were never put on the schedule in the first place, actually), due to the fact that they fell close to holidays (although maybe the board was being racist / not practicing separation of church and state, since they decided this around a specific religion's holidays...maybe, maybe not).

Actually 1 REGULAR meeting in BOTH November and December has been the practice for a few years --
I went back through my files and checked   - there was no 2nd REGULAR meeting in November because that would have fallen on the night before Thanksgiving.    
And in December the only times that a 2nd meeting was held in December was when a SPECIAL meeting
was called ... as in 2009.
