Consolidating some common functions was proposed by Joe Suhrada when he was a county legislator. It's something we really need to look at in these fiscal times.
However, when I ran for Co. Leg., I can tell you it didn't meet with warm and fuzzy feelings in Princetown.
Our current on his way out Assessor did his property reviews on Goggle Earth and didn't take into account elevation, water resources and basic geography of property when assessing rural property. In Rotterdam you can own lots of acreage, but it doesn't make it that valuable if you can't even walk on it without rock climbing ropes.
I could make the argument that local community asessors are good to have if they actually know the community and the lay of the land literally. In Rotterdam, 15 acres of rural flat land or side hill gets valued at the same assessment. I believe that was part of FDG's complaint for his assessment. A lot of his property is vertical.
Apparently folks in Princetown are happy with their Assessor and don't want that function consolidated. If it ain't broke don't fix it! I think it depends on the people performing the assessor's job as to how this consolidation function would be either rejected or embraced.
The CAU that is being set up in Dutchess County involves 4 townships in the county --- they split the cost ofthe Assessor's salary between the 4 townships and he or she has office hours 1 day a week in each of the town halls so that residents can come in ... the cost of the support staff salaries and all the other associated costs are also shared or plit among the 4 towns involved. I am only raising this issue because everyone is interested in finding ways to cut spending and cut taxes locally ... and it just happened that the current issue Talk of the Town was highlighting C.A.U.'s as one way local governments can save money. It is interesting that the C.A.U. in Dutchess County is the 1st of its kind in the state .. even though the state law allowing for them was passed a number of years ago. What would it hurt for Rotterdam to take a look at what they are doing in Dutchess County ?... and at least keep the idea close by ... see how it works for those 4 towns down there ... and weigh the pros and cons of adopting something similar up here. |

Hmmmmmmm......consolidating assessing!
Not a bad idea. It would save money in the long run. AND....then the entire county could pick a number and stand in line for hours waiting for their 10 minutes of fame to grieve their high taxes!
I think then the towns people would begin to appreciate what the city folks endure! |

We'll have to see how it works in this first CAU established by 4 towns in Dutchess County ... Poughkeepsie is not a part of the CAU .. it is just 4 townships. As for the long lines for grieving assessments .. my understanding is that in this CAU ... the "shared assessor" will have office hours 1 day a week in EACH of the 4 towns ... so he or she will be coming to the local town hall --- I think that would avoid the long lines It would be a good idea to research how other municipalities handle the grievance procedure ... and see which ones have a more "customer friendly" way of handling the procedure. |

to many neighborhoods
then be at near 100% by assessing each property once every 6 years and use building permits as a guide in the 6year process
and do the same thru out the county
then join forces

I couldn't agree with you more .... except that I want to wait and see how the C.A.U. works in Dutchess County before I would commit to actually creating a C.A.U. in Schenectady County. |
