Schenectady Mayor Brian Stratton laughs when asked about his city's official trick-or-treat hours, saying he is certain children tell their parents they can't go out past 8 p.m. because he says so.
"I would like to think they listen to what the mayor says," he said. "Sometimes parents like that structure, and we certainly like that structure. People don't like to deal with that all night long."
