Times Union has published a database of all properties in NY - by county/address to lookup tax bills.  This is a public database.

Now, I just did some cursiory lookups. The database is accurate for the properties I checked, but it does not take into account exemptions granted, just the total bill.  I can't say, at this moment if these are 2008 rates or 2009 - I doubt they're 2010's yet, but I could be wrong.
