Put a fork in Stratton he's done. The curb tax has been curbed! Stratton's idiotic trial balloon has been popped. Somehow the $13 MILLION all DEM City deficit is now only $7 MILLION.
So far the "fast thinkers" at the finance department have stiffed the kids and screwed over the County. Keep up the bad work. Meanwhile the highest paid golf "pro" outside of the PGA is still employed at the Muni course. No cuts in the Free City Car Fleet, cellphones or 4 city pools. Maybe someone will man up and send a bill to Union College for $500,000 and Proctor's/Ellis for $250,000? Naah the DEMS will simply raise record property taxes by 8%.
City's curb fee an option By Lauren Stanforth Staff Writer Published: 12:00 a.m., Monday, November 15, 2010
SCHENECTADY -- Mayor Brian U. Stratton will send letters to some 130 nonprofits this week appealing for them to voluntarily pay the "curb fee" that he scrapped from his proposed 2011 budget.
Stratton initially wanted a mandatory curb fee as a way to spread property taxes not just among residential owners but among nonprofits as well. He threw out the proposal after realizing a curb fee wouldn't generate the $1.4 million he needed to help fill a $6 million budget gap.
But Stratton will use the proposed fees the city calculated, based on a property's linear feet, to ask nonprofits to pay anyway, hoping they can assist in a year in which 14 firefighter and 12 police officer jobs have been wiped from the $77 million budget. He said the city could make up to $750,000 if all the nonprofits paid the requested fees. Stratton is calling it the Schenectady Fair Share Program.
"We've already gotten voluntary responses from Ellis and the Boys and Girls Club," Stratton said. Ellis Medicine has contributed $40,000, Boys and Girls $1,500. "I think other organizations are willing to help, too."
Spending in the city's budget must be set by the time tax bills go out Dec. 15. But Stratton said any revenue received after that time will be welcome, considering Schenectady will still face unknowns like its share of state aid.
Meanwhile, what the city's largest non-profit, Union College, might pay is still up in the air.
Union spokesman Phillip Wajda said this week that Stratton's request for a payment in lieu of taxes will have to be considered by Union's trustees, and they will not take it up until February at the earliest.
Diane Blake, Union College's vice president for finance, recently met with Stratton and other city officials to go over the proposal for a yearly voluntary contribution to defray the cost of services, including police and fire calls to the campus. Neither party is revealing what dollar amount the city is requesting.
Despite the delay in an answer, Stratton is encouraged by Union's willingness to consider a payment.
City Council President Gary McCarthy, however, was not happy when learning about the college's response -- particularly because of the millions of dollars the college has taken off the tax rolls by acquiring property on neighboring Seward Place and renovating the old Nott Street Ramada Inn.....................>>>>.....................>>>>.................http://www.timesunion.com/local/article/City-s-curb-fee-an-option-813041.php
I'm all for everyone paying their fair share....but this City is PATHETIC!!!! Even though the community at large is aware of the abuse of City Workers using cell phones (go buy your own like everyone else!), using City vehicles to go home (leave them in the City and find your own way home!), a $300K golf pro (sorry, he stated it might be less $180k) and the crazy health benefits for the Council - Stratton never took away ANYTHING!!! Asking the non-profits to contribute when you can't even cut your own waste?!? Get a bigger shovel for this pile of...
The taxpayers, the non-profits and all the other helpless sheeple are supporting a downtown full of non-taxpaying businesses. A Mertoplex nightmare which helps connected businesses at the risk of bankrupting the homeowners. Schenectady is not getting better, the only thing getting better is the amount of corruption and the misuse of county-tax funds for a few business people. Hope they all sleep well.
Sickening. Stratton has become an area laughing stock, wasting months dithering instead of making serious cuts. $1,500 from Boys and Girls Club? Ellis has its own fiscal crisis. Demand a PILOT from Union College which pays nothing and move on. Nothing happens-more hot air and fake belt tightening.
The curb tax is finished but the DEM idiots that thought it was "fast thinking" are still running everything into the ground. Get the forks out.
Perhaps Savage and Gillen should rethink their give-a-way tax exemptions.
THAT is the bases of this entire high tax issue.

The mayor should be sending letters to the businesses and Proctors asking them, NO, TELLING THEM to pay these fees. Right DV????????
Instead he's going to the financially strapped nfp's.
Dear Mayor
We received your letter requesting this voluntary payment of a curb fee. Mayor, we serve the poor, the poor do not pay for the services we provide. We rely mainly on donations. Therefore, please do not ask us, please go to Mr Golub, Mr Mallozzi, Mr Morris, the Bow Tie, Mr. Mitchell, the Hampton Inn, snd all the rest of the the well heeled business owners and direct them to pay their taxes, that will solve the problem.
Sincerely, the struggling nfp's.
Hey, DV, did you go to your priest yet? Are you going suggest your church pay the fee? Are you going to tell them that while the congregation pays their own property and school taxes AND that they pay the property and school taxes for the rich well heeled businesses, that you think it's just and right that they ALSO pay a THIRD time to the city?????
Optimists close their eyes and pretend problems are non existent. Better to have open eyes, see the truths, acknowledge the negatives, and speak up for the people rather than the politicos and their rich cronies.

I agree with you MC1 and well written as usual. Perhaps the residents should also be sending this letter to Stratton and Savage and Gillen! Stratton, Savage and Gillen are the kings and queens of non-profits. They are everywhere in schenectady county.
I agree that non-profits should continue to be exempt....however.....proctors is also considered a non-profit and so is union college and their presidents and employees make a very lucrative wage with excellent benefits. If you are employed by union college, you can take classes for next to nothing, if anything at all. I believe that the Bethesda house enjoyed some funding from the metroplex (tax dollars). Correct me if I'm wrong here.
Which non-profits should pay their fair share and which ones shouldn't?

I don't believe Bethesda ever got direct financial funding from Metroplex, though Metroplex did assist them in finding their new building.
Bethesda DID get funding from the state Homeless Housing and Assistance Corp. and the federal Department of Housing and Urban Development, as well as money from local foundations, including the Wright Family Foundation, Lillian Slater Charitable Trust, Golub Foundation, Schenectady Foundation and Broughton Foundation.

You forgot to list MVP, they are not-for-profit. I don't know their tax status in Schenectady.
Bethesda House got $5 million from the City to relocate to Vale from Downtown. Neighborhood cries went unheeded. Metrograft was involved with the parking lot, which was overpriced then flipped to the City to remain off the tax rolls. Various entities have combined to screw the taxpayers. Then the DEMS wonder why the cupboard is bare?
What is Morris' salary at Proctor's? Everyone is digging but the mystery remains. He's making enough to buy a bigger home and put in a new gourmet kitchen. Belt tightening is not for captains of Schenectady non-profits.
this is rich. The biggest money in the county get free taxes because of political connections and the churches and colleges have to pay! LOLOLOLOLOL!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Only in Schenectady!
