Given the vacancies in Hanaford Plaza and at Rotterdam Square Mall and the vacant or under utilized commercial parcels in other parts of town -- I am glad that the Rotterdam IDA has partnered with Metroplex and the Schenectady County Economic Development team ..... we need to WORK TOGETHER to bring good, economic development to Rotterdam and make it not only a great place to live .. bu a great place to do business.

A HUGE REDUCTION in assessment of Hannaford Plaza. Yep, the working together is doing what?. A HUGE REDUCTION in the tax base in the town. By almost $4 MILLION on this one property alone.

All of the businesses that have moved WITHIN the county did so for good business reasons -- the county didn't force them to make the move -- and as long as they stay IN the county they remain a part of our tax base (sales and property) and our employment base.
Those that moved "within" the county did so for the DEMS giving them 100% permanent exemptions from pay taxes AND TONS of money STOLEN from the taxpayers to build them new buildings. Best examples are Marcellas and Villa Italia
So they do NOT remain "part of our tax base."
And of course, as the EVIDENCE HAS PROVEN, these handouts are causing long time taxpaying businesses to go out of business or leave (such as Scarborough's did). BOTH of these things result in a reduction in the tax base, and we have seen the massive reductions in the tax base just by looking at the assessment rolls.

Clifton Park has had its "ups and downs" in terms of development. Clifton Country Mall was opened in 1976, and faced a crisis in 1989 and 1999 when several of its major tenants closes (A&P and Carl's). Then in 1999, it became a virtual ghost town when Caldor's and Steinbach's closed. And actually through much of the 1990's there were a large number of empty smaller store/tenant spaces within the mall itself.
It was "redeveloped" in 2000 when Boscov's built its store there. It had a short upswing in business and then by 2005 the mall was languishing. So in 2006, it was "redeveloped" again -- this time large portions of the mall were torn down. More demolition and "redevelopment" occurred in 2009 and 2011. And they are as we speak -- taking another look at the mall and considering yet another "redevelopment."
BTW -- I just came back from one of the richest areas in the country -- southwestern Connecticut -- and there again you can easily see vacant and under-utilized commercial office and retail spaces in need of "redevelopment."
So, it is not surprising that Hannaford Plaza and even Rotterdam Square Mall is in need of a "redevlopment" --- commercial large strip malls and large enclosed malls are actually obsolete and some would say that "brick and mortar" store buildings are obsolete --- that whole segment of the real estate market is really undergoing a major transformation.

How about the FACT that the percent of asking price received for FEW houses that do sell in Schenectady is doing DOWN while the percent of asking price of the MANY houses in Clifton Park is INCREASING.
How about the FACT and houses it on the market in Schenectady for a long time while the average time it took for houses in Clifton Park to sell last year was just a mere two months!!!!
How about the FACT that Schenectady city has a population of almost twice that of Clifton Park, yet last year almost 3 times as many houses sold in Clifton Park as in Schenectady, AND at a median sale price of almost three times that of Schenectady.
How about the FACT that the median home sale price so far this year in Schenectady is just a PUNY $89,000 while in Clifton Park the median sale price this year is WELL OVER THREE TIMES the price at $274,000!. Heck, even those lavish houses in the GE Plot can't sell for the typical middle class family home in Clifton Park!!!!

How about the FACT that those entities, "working together" have caused the tax base in the town to fall. -- Hannaford Plaza is deteriorating as PROVEN by the FACT that it's assessment has being lowered which PROVES the so called "working together" is resulting in a REDUCED tax base (while the tax base in Clifton Park is increasing). Home sale prices in the town are falling too. -- It's only a matter of time til Hannaford itself closes down at that location and ShopRite is NOT going to be opening more stores soon -- How's the "working together" doing for that old shopping plaza on Curry Rd? Hmmm????? -- How's the "working together" doing on Hamburg Street, look how many places are closing there, when was the last time you took a walk on Hamburg St (do you even ride in a car on Hamburg St?), look at Hamburg St, the ever growing number of vacant properties causing blight, causing property values to drop. Do any of us even think for a fleeting moment that Hamburg St will have sewers and sidewalks within 5 years? Withiin 10 years? ROFL

The fact is that Pioneer Savings bank … it is not just shifting locations --- its executive said quite clearly that it needs the larger new branch because of the business it is generating in Rotterdam.
Take a business located on one property, move to a vacant property, leaves former property vacant, net effect ZILCH and a REDUCED tax base in the town because the plaza assessment is down.
Oh, and “business it is generating in Rotterdam.” Really, yep, the bank is oh so very busy that they have fewer hours. Used to be open til 8 weeknights and 4 pm on Saturdays, now they close at 7 and on Saturdays at 2. OK, technology has a lot to do with that, direct deposit, deposit on the computer, etc. but electronic storage does NOT require a big renovated building with lots of space.

I think many people on this board oppose the idea that a central planner, be it the IDA or Metroplex have to give the nod to every new development that comes along, along with tax breaks, grants, and taxpayer backed low interest loans. And they give it to millionaires, while the working stiff homeowner gets burdened with the tax bill to pay for the infrastructure and services. There is no reason that million dollar companies like BBL, Galesi, and the Mallozzi Group should be subsidized in the tune of hundreds of thousands of dollars to "develop" in Schenectady County.
