Ticket pedestrians for walking in the street

I want to commend Vince Riggi for his comments at the last City Council meeting regarding people using the streets to walk instead of sidewalks.
I have been complaining about this for years, and even mentioned it to a police officer one time in a casual conversation we were having. Something should be done about this.
There are times when these people (mostly youths) actually look at us while we’re driving, as if to say, “I’ve got the right to walk here, I dare you to hit me.” Sidewalks are meant for pedestrians to walk on and streets are meant for vehicles to be driven on. If we were to drive our cars on a sidewalk, we would be ticketed. Why isn’t it the same for people walking in the street? Ticket them.
Oh, and one more thing: I see many young men walking the streets wearing their pants below their buttocks. I’ll bet if girls were doing that, they would be looked at suspiciously and ticketed for indecent exposure.
I can’t imagine people in previous generations acting this way. In the future, if we don’t nip these actions in the bud, things will get progressively worse as far as respect and decency.

I agree with Riggi. People should not just be walking around in the street!
It opens up the whole issue for the need for sidewalks in areas that currently don't have any.
To ticket pedestrians for walking in the street would be a great source of revenue for the towns & cities.
It would help protect the drivers as well as the pedestrian.

It's called jaywalking and I'm sure there's a law on the books making it illegal but it's not enforced.

You are absolutely correct. The law is called jaywalking! But hell, who will enforce this law when our boys in blue are either tracking down a murderer, thief, rapist OR throwing eggs, driving drunk, selling/taking drugs, beating up their wife or sleeping on the job?

Driving through the city is a joke. There should be signs that say 'enter at your own risk' OR 'we suggest you lock your car doors while driving'. But hell.....2 blocks of state street look good!
