Short Description of Bills Used for Assembly Ratings (based on 20 Bills)

1. A.150-C: Budget Bill:  This bill contains the Public Protection and General Government Budget - The Conservative Party opposed the excessive
spending in all budget bills.

2. A.151-A Budget Bill:  This bill contains the Legislature and Judiciary Budget - The Conservative Party opposed the excessive spending in all budget
bills.

3. A.153 –C Budget Bill:  This bill contains the Education, Labor and Family Assistance Budget - The Conservative Party opposed the excessive
spending in all budget bills.

4. A.154-C Budget Bill:  This bill contains the Health and Mental Hygiene Budget - The Conservative Party opposed the excessive spending in all
budget bills.

5. A.155-C Budget Bill:  This bill contains the Transportation, Economic Development and Environmental Conservation Budget - The Conservative
Party opposed the excessive spending in all budget bills.

6. A.1032-McEneny:  This bill provides for financing and construction of facilities for the Albany Convention Center Authority – the Conservative
Party is opposed to the public financing of convention centers, sports stadiums, malls etc., which should be paid for by private industry.

7. A3426-Abbate:  This bill extends Tier II provisions to all police and firefighters who join a public retirement system prior to July 1, 2011.  While
we are most indebted to our police and firefighters for protecting New Yorkers, Tier II should be closed to new membership.

8. A.5643-Farrell:  This bill raises the minimum salary of each of the county clerks of the counties within NYC to that of supreme court judges
instead of civil court judges.  While the amount of adjust is not extreme, the current budget deficient calls for fiscal restraints.

9. A.6963-Zebrowski:  This bill expands worker protections by expanding categories of conduct, extend liability for violations to LLC and
partnerships and increases the minimum civil penalty to $1000 (from $200) and the maximum penalty from $2,000 to $10,000 for retaliation.
The Conservative Party believes all workers should have reasonable protection from unscrupulous employers, but during a time when small
companies are struggling to stay in business, excessive fines could close besieged companies and put even more people out of work.

10. A.8180-Silver:  This bill implements various supplemental fees and taxes for the metropolitan commuter transportation district.  The
Conservative Party opposes any new sources of funding for any agencies that continue to mismanage its own finances and does not substantially
cut its own expenses.

11. A.8501-Silver:  This bill allows citizens, local officials and counties to reorganize outdated and inefficient local government to allow for
consolidate or to dissolve such government.  The Conservative Party supports the fact that citizens will be given an opportunity to save tax
dollars by eliminating inefficient and overlapping local government and governmental services.

12. A.8901-Silver:  This bill establishes the Green Jobs-Green New York fund allocating $112 million of capital funding.  The Conservative Party
believes that every citizen should protect our natural resources and as a way to save money should install energy efficient improvements.
During a severe budget deficit is, the state simply does not have the resources to pay for energy-efficient retrofits.

13. A.9038-Morelle:  Provides for the extension of health insurance coverage to the unmarried child of an insured through the age of 29 years.  The
Conservative Party believes this will only increase the cost of health care coverage, thereby making it more expensive for the average New
Yorker.

14. A.40003-Rules:  This bill seeks to include members of the same sex in the definition of marriage.  The Conservative Party strongly believes that
marriage is between one man and one woman as affirmed by the Court of Appeals.

15. A.66005-Valesky:  This bill mandates that certain state sentences of imprisonment imposed on a person convicted of an A-1 felony shall run
consecutively to a previously imposed sentence.  The Conservative Party supports this common sense legislation.

16. A.40022-Budget:  This bill is known as the “Deficit Reduction Plan” .  While the Conservative Party agrees that this bill does not do nearly enough
to cut the budget deficit, it was a first step to help reduce the deficit.

17. A.40026-Rules:  This bill creates Tier V of the NYS pension system.  While the new Tier V may help in the short term, pension reform is still
necessary to alleviate the burden on taxpayers.

18. A.7732-O’Donnell:  This bill seeks to include members of the same sex in the definition of marriage.  The Conservative Party strongly believes
that marriage is between one man and one woman as affirmed by the Court of Appeals.  (This bill was voted on again in the Extraordinary
Session in December and is being rated for both votes.)

19. A.8902-Silver:  This bill seeks to enact the “2010 Campaign Finance Act”.  The Conservative Party is opposed to tax dollars being used for
campaigns and believes that full disclosure is the best way to keep the public informed.

20. A.2351-Lifton:  This bill seeks to compensate employees of different sexes differently for work that is of comparable worth.  The Conservative
Party believes the free market should determine wages.

George scored 70 (of 100) on his legislative voting record in 2009 and a 75 (of 100) in 2008 from the Conservative Party of New York State.  In 2008, Amedore was ranked among the top 7 by the CPNYS (Fitzpatrick received a score of 95, 6 others, including Amedore, scored 70).

And, though I disagree with George (and have discussed my position with him) on a few of his votes, particularly #9, the extension of the Metroplex charter and increase in the bond cap, he clearly has more credentials as a fiscal conservative than does Parisi.  Amedore has a voting record from which to be judged.

And, as pointed out by others, the building in which Parisi's law firm is located was partially funded by the Metroplex Authority with public revenues.

I stand behind George Amedore and will support him in whatever way that I can.

Quoted Text
Description of Bills used in Assembly Ratings-2008

# 1 S6519-Flanagan/A9483-Alessi: Increases penalties for failure to comply with prevailing wages. The Conservative Party believes that prevailing wage laws unnecessarily increase the cost of doing construction in New York State, and believes strongly that the free market should determine wages.

#2 S6689-Maltese/A9820 –Abbate: This bill is a pension sweetener for teachers to permit members and certain others to retire early without a reduction. CPNYS believes all bills of this nature only increase costs to local and state government and increase taxes to New Yorkers and is therefore is opposed.

#3 S6901-Budget/A9801-Budget: CPNYS continues to oppose the Legislative and Judiciary Budget and all of the member items contained within it.

#4 S6803-Budget/A9803-Budget: CPNYS continues to oppose budget bills that provide increased amounts of money for programs that do not produce adequate results and CPNYS will continue to stress that spending must be dramatically reduced to protect the taxpayers of New York State.

#5 S7272-Lanza/A10030-Abbate: CPNYS does not believe that anyone should be forced to pay union dues and will seek to have this bill repealed.

#6 S8146-Nozzolio/A11258-Magee: CPNYS supports this bill, that seeks to collect the taxes on the sale of tobacco products made to non-Indians at American Indian owned businesses. This bill seeks ways to enforce current statues mandating the collection of the sales tax.

#7 S8152-Rules/A11497-Silver: CPNYS opposes this bill, that postpones the expiration of certain tax rates and taxes in the city of New York.

#8 S50003-Budget/A40003-Budget: CPNYS supports this bill, that amends the state fiscal budget to implement saving adjustments to the state fiscal plan.

#9 S7721-Farley/A11255-Tedisco: CPNYS opposes this bill, that increases the bonding authority of the Schenectady Metroplex Development Authority by an additional $25 million and allows for additional local sales taxes which would fund the SMDA until 2033.

#10 S8077-Morahan/A10035-Brodsky: CPNYS opposes this bill, that expands the list of employees eligible for breast cancer and prostate cancer screening paid days-off. CPNYS believes that public employees already have extremely generous allotments of personal time to use for these important screenings.

#11 A2856-Gottfried: CPNYS opposes this bill, known as the “Healthy Teens Act,” which seeks to prevent unwanted pregnancies and occurrences of sexually transmitted diseases among youth. While the proposal appears to be well intentioned, the bill fails to stress the need for abstinence and would cost $20 million. CPNYS believes that the cost of this grant would be better spent on real education needs; sex education classes have accomplished little in the past.

#12 A4867-Gottfried: CPNYS continues to strongly oppose this bill that seeks to legalize the use of marijuana for medicinal use. The bill seeks to allow a “patient” to be in possession of up to 2-½ ounces and up to 12 plants...one only has to look at the problems in California, after they legalized “medicinal marijuana” to know that this controlled substance is not a viable medicine and there are many other legal ways to cope with the illnesses that this bill purports to alleviate.

#13 A5560-Paulin: CPNYS continues to strongly oppose any bill that seeks to provide “over-the-counter” emergency contraception.

#14 A6584-Gottfried: CPNYS believes every child should be free of harassment and discrimination. If another student, or group of students, continues to harass, bully or discriminate against another student, then that student or group of students, should be removed from the school immediately. This bill only addresses the bullying, harassment and discrimination that takes place with regard to gender identity and does not seek to protect all children. CPNYS seeks to protect all children and therefore opposes this bill.

#15 A2712-John: This bill seeks to enact the New York State fair pay act. The Conservative Party is committed to using the market place determining wages, not government. We oppose this bill.

#16 A10083-Silver: This bill seeks to enact the “foreclosure prevention act of 2008”. The Conservative Party believes it is morally wrong to incur an additional $180 million of debt to keep people in homes they cannot afford or to bail out companies that made poor lending decisions. Requiring those who have paid their debts, rents, and mortgages on time to subsidize those who have not is unacceptable and we, therefore, oppose this bill.

#17 A11838-Rules (Canestrari): This bill seeks to add two additional tax brackets to the personal income tax for taxpayers earning more than $1 million annually and is known as the “millionaires tax”. The Conservative Party is opposed to class warfare and does not believe that those who achieve monetary success should not be punished for doing so.

#18 A2531-Sweeney: The Conservative Party is opposed to the use of any cryo-preserved embryos or gametes for anything other than the intended purpose. We believe the use of these frozen embryos for experiments is morally reprehensible.

#19 A866-Destito: This bill seeks to establish a civil remedy for victims of bias-related violence. Violence, of any nature, is wrong and punishable by criminal prosecution and, if necessary fines are assessed. Bias crimes have a disturbing history of selective and uneven enforcement, and the institution of civil remedies is unnecessary where there are already adequate grounds for tort claims.

#20 A786-Wright: The Conservative Party is opposed to this legislation, that seeks to require that any police officer who has discharged their weapon in the course of their employment must be tested for the presence of drugs and or alcohol.

Bills 1 – 10 passed both houses; Bills 11-20 passed the Assembly only
EXC = Member excused; ABS – Member was Absent; NM - Not a member when vote taken

I'm sorry John but I really don't care how a political party rated someone based on the way they voted on 20 bills. The conservative party wants power, they want to be relevant and get this, they too, have special interests they cater to. I don't care what those special interests have to say. Let's face it the left wing parties cater to the unions. This is bad! But, your wonder party, the conservatives, cater to business owners. I'm pro-business as much as the next guy but saying that because GA voted the way business owners wanted him to vote on 20 bills somehow makes him the angel of conservatism is just plain silly. How does the conservative party rank George on the fraud scale? Oh they don't do that ranking? Why not? Oh yeah, because all they care about is getting what their special interests want. They put the term conservative on it to make it sound noble.

What will be the plum line for GP's rating? Although GP does shine on this present town board, it is certainly not a qualification nor impressive since he is surrounded by idiots!!

And it amazes me how spidey is implying that GA's conservative votes were slanted toward the business folks. GP has made out very well in Rotterdam by representing REMS, Galesi and Golub. That clearly helped 'his' business....yes? And let's not forget how GP used taxpayer's money (metroplex) to secure the building he presently does his business out of. GP is just catering to 'his own' business!

And let's also not forget that his leadership skills need some tweaking. GP takes over as rotterdam rep county chair and 'every' candidate that gets endorsed out of that camp.....LOSES!!! GP sends out negative campaigning regarding FDG. GP pins JS agains JM. GP brings down EE, with the help of KR. GP supports the endorsement of FS...his lap dog!

GA has a great voting record and stays clear from the rotterdam political cesspool.

Please tell me again why GP would be a better choice!

GP has never been an officer of the government and used that position to gain some benefit. There is nothing wrong with a citizen earning a living. Are you now against capitalism!? The issue is using your office to sway a vote and then because it didn't get swayed the way you wanted, arguing against the people that didn't bow down to you. GP is an attorney with clients. He has never violated a conflict of interest and has recused himself when necessary. In fact I saw at a meeting that Parisi stated on a REMS vote that he didn't  believe there was a conflict of interest for him to vote but that if the Town Attorney thought there was one, he'd recuse himself. The Attorney stated that it had been studied and he agreed that there was no conflict of interest. You continue to perpetuate lies and are called on it at every turn. What's next, you gonna come after me with a baseball bat? Too bad I don't have any partners for you to make your threats to......

Spidey, thank you!  Your stupidity makes us all appear to be a LOT smarter than we should be given credit for!

GFP held the appointed office of town attorney and at the same time held an elected chairmanship of the Rotterdam GOP AND, get this, he used BOTH positions to extract personal benefit in a host of ways.  Yes, all having a paper trail.

He used his positions, not to SWAY a vote, but to demand a vote and if someone didn't bow down to him he would retaliate.

Never violated a conflict of interest?  Gerard are you so arrogant that you can't see the chairmanship/town attorney, REMS/town attorney, Golub/town attorney conflicts?  You're a dope.

Of course GFP doesn't see any conflicts, it's because, in my opinion, he's corrupt!

Baseball bat?  What's that supposed to mean?

At the very least, people will see the deal to appoint Santabarbara to the IDA, just so you could get the attorney work, as stinking to high heaven.  Just as repulsive was that the real legal work was all farmed out and all you did was sit in on the meetings at a rate of $200 per hour, doing NOTHING!  (But you didn't have anything to do with that appointment right?). You're a joke.

Your last post was pure political double talk! I find it amusing that when referring to GP, supporting and favoring capitalism is more than acceptable. You 'imply that GA did it, and you label it as almost 'self serving'. Pure double talk!

However....AS would be the best at self serving and personal political motivations and spending the taxpayer's money! AS would be the worst!!!!!

And this goes beyond a capitalistic issue. Re-read my last post!

Not only did GP not see the REMS attorney as a conflict of interest, neither did the current town attorney! Just because you are jealous that GP can earn a living doesn't mean you should degrade him for it. When GP was town attorney he was not a member of the board he didn't have any decision making authority. He provided legal advice. Nothing more; nothing less. You really need to get your facts straight before you start questioning the intelligence of others...

Black Spidey - the run around that you give for the past few days is really exacerbating my drinking.  thank god its an overcast day otherwise i would be in trouble.

Run this through your spider web of a brain

GP is town attornery, town chair, and rems attorney - Agreed

so what you are saying is that he has no conflict of interest, in keeping REMS funded for as long as possible, and in essence to keep his client funded for as long as possible no matter the consequences.  He more than anybody as a LAWYER and CPA, as you have so praised him, should have known years ago that they were in trouble and that funding them was a dead end.  What would a conservative minded fella have done......... thats right start a taxing district that would be virtually impossible to ever remove.  here here for the conservative GP - And dear god if you say that GP was only the town attorney and had no say in anything i will be forced to finish my drink!!

then just to put icing on the cake - he magically helps make their tax issues go away.  of course pro bono

can you picture this phone call in your warped little brain.

Gerard:  Hey angelo its Gerard, i need some help here, you got Tonko's number handy.

Angelo:  Thats funny Gerard, Tonko is right here playing with my kids, here i will get him for you.

Gerard: Hey mr. tonko its gerard, i am good friends with angelo and need a little help with this very noble cause.  Do you have the IRS on speed dial.

Tonko:  Any friend of Angelo is a friend of mine, sure gerard i'll call them and get your frinds on the basic payment plan.  Hey gerard - you know we need people like you at the state level.  My old seat is up for election you should think about running.  Then if you or angelo win, WE ALL WIN!!!!! hey ang got anymore cheese?

if you dont see a conflict of interest - then you dont understand the meaning of the phrase..............

and if you dont see humor in that, then you need a nice stiff drink!!!!!!!!!!!!!!!

Sorry spidey, but you still haven't addressed all of the OTHER issues that concern myself and others. You have carefully supported GP's law firm, but have yet to address how his leadership skills sunk the rep party in the last election. You have not addressed how and why GP, with the help of KR, brought down EE. You have yet to address what prompted GP to go negative on such a crucial town campaign. You have yet to address the relationship with GP and AS while serving on the IDA board. You have yet to address in what capacityGP played while representing Golub and Galesi. You have yet to address the reason why GP wanted only AS to swear him in as town board member, when the next day, AS turncoats dem. Coincidence? You have yet to address GP's stand on REMS, when under his leadership, his candidates ran a campaign on supporting a taxing district for them. One could only assume that since REMS requested GP's services once, perhaps supporting REMS would have given GP another client...perhaps?

Now perhaps there is substantial reasons for all of the above. We just haven't heard them yet.

After this last merry band of idiots....people want to be and will be well informed before they pull another lever!

Bumble you have not addressed Spidey's issues such as the fact that both GA and GP have names beginning in G, that they both went to high school together, that they are both Italian, you have not shown what leadership GA has taken on anything, you haven't defended GA's record except to say he voted right on 20 bills.

All in all I'd say both you and Spidey are wasting your time.

hey Penalty - got any more fancy PR's to share or committee minutes to share.  seems like you have more connections than anybody else on here.

Rotterdam EMS has come to an agreement with the IRS to have their debt paid off with an equitable payment plan.

In an email sent on Feb. 21, REMS Board of Directors President Joe VanDerwerker said that the emergency care service has settled into an agreement with the IRS to pay off their debt with an equitable payment plan.

"We at REMS have been working hard towards a resolution with the IRS for a lengthy amount of time, and have had to do a lot of thankless work to get it resolved" said VanDerwerker in the statement. "Representatives from Paul Tonko's office along with Attorney Gerard Parisi deserve credit in helping bringing this issue to closure."

In early January, collection papers were sent to REMS and the town for more than $315,000 in fines, penalties and interest owed to the IRS. REMS has worked with attorney and Republican town board member Parisi to work with Manhattan IRS Appeals to recommend abatement of the penalties related to failure to pay. VanDerwerker has said that the issues that REMS is facing and their debt is an issue that was inherited from previous administrations in the department and that they have been working out ways to deal with monetary issues including bank accounts made specifically for dealing with the debt and paying back over $200,000 over the past two years. VanDerwerker has also made it clear that the payment plan set up between the IRS and REMS will not affect tax payers in the town of Rotterdam, and hopes that the emergency service will be out of this issue in about 3 years.
