ROTTERDAM Clerk’s absence with pay draws ire BY JUSTIN MASON Gazette Reporter
Richard Malaczynski is fed up with paying an absentee town clerk, even if she’s an elected offi cial. The Rotterdam resident said he doesn’t think the town should be on the hook for the roughly $53,350 in salary and stipend now being paid to Eunice Esposito, considering that she hasn’t reported to her job in nearly a year. In his estimation, it’s money the town can’t afford to spend. “This is money the town can ill afford to give away,” he said during Wednesday’s Town Board meeting. “Additionally, there appears to be no apparent end in sight, as the town clerk has three more elected years in offi ce.” The 84-year-old Esposito disappeared from Town Hall in March 2010, less than fi ve months after winning a new four-year term in office. In August, Esposito’s son Mickey indicated that his mother had been living with him in Florida and was recovering from an illness he declined to discuss. Malaczynski’s solution is simple: Reduce the clerk’s salary down to $1 until she can return to work. Once she does, move the salary back to the amount outlined in the budget, according to a draft resolution he distributed to board members. “I would implore you to take the lead and add a resolution at the next agenda meeting to address this affront to the Rotterdam residents and put an end to this apparent impasse,” he said. But his resolution is also illegal without a referendum. Outside of a vote, board members can only lower the town clerk’s salary with a resolution during the budget process or at their organizational meeting in January, according to state law. Deputy Clerk Michelle Golden has fulfilled the duties of the office. She was retroactively appointed Esposito’s deputy during a Town Board meeting in April, after the clerk had already been absent for several weeks. Supervisor Frank Del Gallo said Esposito has been out sick since her last day at work. Pat Aragosa, the town’s human resource director, previously indicated that he never received any documentation about her apparent medical leave, though he wasn’t sure if she is required to make such notifi cation as an elected official who is also technically retired. Esposito submitted her retirement papers in October 1996 but was appointed back to the position by former Supervisor James Constantino.
