My understanding of the situation is that Ms. Marco was just instituting policies in order to comply with rulings from the Comptroller (not sure if that was the town or the state comptroller .. maybe both). Having worked in positions overseeing the finances of non-profit organizations and in private sector businesses, I know that there needs to be standard procedures for cash handling. Sometimes folks are used to the "old way" of doing it ... and get flustered when new rule and procedures are imposed. I don't believe that anyone was implying that anything untoward was happening with the money -- it was just that certain procedures were being implemented to insure that it wouldn't happen or would be less likely to happen.
The thing that really bothers me about this whole grievance issue is that an outside HR firm was paid $6,500 to "handle" the grievance and -- apparently -- never issued a report to the town, the people who filed the grievance nor the person that the grievance was filed against. Let's face it --- grievances are filed .. but shouldn't the outside HR firm be held accountable to actually DO what they are paid pretty good money to do ?????????????????????????????????????????
Regardless of who was right or wrong in the incident(s) that caused the grievance(s) -- the town, the employees and their supervisor deserve to know the results and if there were recommendation made to maybe improve the situation for the future.

Four civil service workers have filed a trio of grievances against Rotterdam after Supervisor Frank Del Gallo opted to shuffle their positions in the town in confl ict with their union contract. Three of the workers are typists and the fourth is an account specialist. They claim they were moved to different positions within the town without explanation and without regard for their qualifi cations and their hours at work. Molly Collins, a typist at the Rotterdam Senior Center, is being moved to a vacancy within the town’s Justice Court even though she has no experience in the legal field, the complaint states. Cindy Dumar, who now works as a typist with the town’s Department of Public Works, is due to move into Collins’ position at the senior center, despite attending school to become a paralegal. Diane Martin, a typist in the supervisor’s offi ce, is slated to be moved into Dumar’s position at public works. Donna Larson, an account specialist in the Highway Department, is being moved into Martin’s typist position in the supervisor’s offi ce. The moves also abruptly change the working hours of three workers, the grievance states. The changes were done without being brought before the Town Board and in direct conflict with the CSEA contract, according to the grievances. The grievances demand that all job vacancies be posted so that town workers can apply for them accordingly. Posting the jobs would alert town employees of the necessary qualifications and any deviation in their working hours, according to the grievance. Conard Johnson, the president of Rotterdam’s CSEA chapter, served the grievances to members of the Town Board during their agenda meeting Monday. Prior to formally receiving the grievances, board member Nicola DiLeva questioned Del Gallo about the shift of workers and possible confl icts that could arise within the town’s union contract. “You just can’t move someone because you want to,” she said. Del Gallo scoffed at this assertion. What is going on in the town of Rotterdam? I just found out that our supervisor is at it again. Now he wants to move the secretary at our senior center to a job at police court. There is a young lady that they have decided should replace our secretary, and have sent her to learn the job. The problem here is our secretary, Molly Collins, would like to stay were she is, and the new lady, Cindy Dumar, would like to work at the police court — especially since she is studying to be a paralegal. Does it make sense to switch these two ladies, and what good reason could Mr. [Supervisor Frank] Del Gallo have for doing this? We at the senior center would like some answers to this question. There is a meeting at the Town Hall on Wednesday, Jan. 12, at 7 p.m. Isn’t it thoughtful of him to have this at that time since many seniors have a problem driving at night, and the last time we had to go there to vote it turned out to be a nightmare. I do urge as many people as possible to attend this meeting and let our wishes be heard.
Just remember this arrogant attitude when you vote for supervisor in November. Rotterdam should elect a new supervisor that will listen to the people who elect them or they too will be replaced.
