Ex-weapons inspector Scott Ritter again charged with unlawful contact with minor

Former chief United Nations weapons inspector Scott Ritter is accused of contacting what he thought was a 15-year-old girl in an Internet chat room, engaging in a sexual conversation and showing himself masturbating on a Web camera, the Pocono Record is reporting on its Web site.

     
Ritter, of Delmar, who was an outspoken critic of the war in Iraq and the government's insistence that weapons of mass destruction were hidden in that country, is accused of contacting "what turned out to be a Barrett Township police officer posing undercover as a teenage girl," the Stroudsburg, Pa.-based newspaper reported.

Ritter turned himself over to Barrett Township police on Nov. 9. Police have charged him with unlawful contact with a minor, criminal use of a communications facility, corruption of minors, indecent exposure, possessing instruments of a crime, criminal attempt and criminal solicitation.

A graphic affidavit filed by Barrett Township police detective, Ritter is accused of chatting online with a person who claimed to be a 15-year-old girl and then pointing his Web camera at his groin while he masturbated.

He again asked how old the person was and claimed he didn't realize she was 15, the affidavit says. He then allegedly turned off the camera and made coarse remarks about sex.

When the undercover officer asked him about turning off the camera, Ritter allegedly asked, "You want to see it finish?"

He then sent his link and could once again be seen masturbating, the affidavit alleges.

In 2001, Ritter was caught in a similar Internet sex-sting operation after he tried to lure a 16-year-old girl to a Burger King in Menands. The teenager actually was an undercover investigator posing online as a minor as part of the Colonie Police Department's investigation of Internet sex crime, sources told the Times Union at the time.

Police charged Ritter with attempted endangerment of a child, a Class B misdemeanor that carries a maximum sentence of 90 days in the county jail.

Assistant District Attorney Cynthia Preiser agreed to have the case adjourned in contemplation of dismissal, which means that charges would be dropped if Ritter stayed out of trouble for a period of time. The case was later sealed.
