On the square footage issue, i am only gathering sq footage contained within walls and under a roof, there is no discussion of value

for instance

two story house 32'(d) x 45'(w) 2 stories = 2880
basement 32'x45'                                =1440
garage 24x20                                      =  480
shed 12x10                                         = 140
total square footage                             =4940
taxing percentage                                = 12.6
tax                                                        $12600

business
mechanic
32x30                                               =    960
total                                                  =   960
taxing percentage                               =    2.8
tax                                                    $2800

business
box store

small business w/ upstairs rental

total sq footage for our town of 4 parcels     =    38804
cost to run town                                        =$100,000

so as we look at this small town of 4 parcels the box store pays a large burden due to inefficient use of space it also uses a lot of services and strains the infrastructure

the mechanic shop is very efficient in its use of space but note if the  shop is visited by 2-3  cars  a day it begins to put a strain on the infrastructure

next small business w/ rental  this parcel will also put a strain on infrastructure w/2 or 3 visitors a day plus the family of 3 above

and last  our single family home family of 4 with 2 kids at college pays almost 2x a small business/rental and uses far less in services

so this small sample leads me to believe this solution is not equitable or fair for all residents of the town

so that now leads me to "Value added Tax" and removal of all other taxing mechanism
(employment, sales and property) this is a pay as you go system

every time a product or service changes hands a VAT at a fixed percentage is charged my problem is i do not know who to return the taxes back to the local level, by population, by square mile, by transaction locaton

as to gathering of data
unfortunately this is another barely funded state mandate at $5 a parcel
by my calculations for the town of Rotterdam given a 240 day work year about 9 parcels would have to be processed a day to meet a six year rotation plan

we have quite a few realtors in our town who have access to mls and most have a very good handle as to what real property is worth or they would not be in business

it would be logical to go out to bid and pay them for access to this information why reinvent the wheel

this should be fairly simple as ORPS tracks SBL and 911 address and mls listings have 911 address just cross the 2 lists

i find it very interesting the assessor inventory card looks much like a realtors property listing

Rotterdam is just about as small town living as you can get. And small businesses is what helps keep this little town a float. They not only pay their share of taxes and employ people in the community, they contribute back into the community either by supporting little leagues or schools, or just about anything else the community needs.

If the town continues to raise the taxes on these business's property, they will close their doors either by force or desire. The only way a business can pay the high cost to keep a business running, is to raise prices to the consumer. Well, this isn't Clifton Park. Rotterdamian's aren't that rich.

Combine NYS tax and regulations, county tax, sales tax and town or village tax and we are headed for a perfect storm.

Here's an idea...how about the government, at all levels, CUT SPENDING! Don't keep looking to the taxpayer to bail out ever ridiculous whim that blows in the wind.

The government should stop wasting time trying to figure out what next they can tax or where to apply their next tax increase. They should be using that energy to figure out where they could CUT SPENDING!

having discussed market value and assessed value and square footage

next we should look at efficiency

not subjective efficiency but (total town budget)/population of similar towns to start

what does our town cost per resident

maybe we are getting a good value, if so then the problem might be with the schools or the county


similar towns must have
limited water and sewer
police force
rough # sq miles

anyone know anyone in the county planing dept who would have easy access to this info???

As to commercial values- We need to also distinguish between business models. For instance Dunkin Donuts, Price Chopper, Bagels and Bakes, and Gabriel's don't make for even comparisons in "dollars per sq. foot."

so should business pay on gross or net income

for instance
6 guys 40x40 space in the army depot could be 8 million gross, and never sell a single of product in rotterdam
and in sure B&B on curry could sweat all year at million gross in the same amount of space

how to work this out,  i'll bet neither business would show their cards

i believe we are exploring all the reasons the state chose "market value" over "sq ft value" in 1996ish

throw in GE bldg 273, most likely unheated sq footage,  this bldg alone would mess with any model

i think most of the world has the answer with VAT - the customer always has to pay to play
