SCHENECTADY — Just when the city needs its budget analyst the most, he’s leaving for another job. The city’s new analyst, hired this year to help Finance Commissioner Ismat Alam manage an extraordinarily difficult 2010 budget, has resigned, effective Friday. Mike Caccese gave his two weeks’ notice just after the department heads began their annual budget meetings. Alam is now rushing to get through all of the meetings before he leaves. Is a budget analyst really really needed? Does this mean that ALL of our elected officials, collectively, don't have a half a brain to balance a budget? I mean we are talking about little old schenectady. It's just a city not the federal budget!
