Effort to update town zoning code advances
Property studies near Thruway exits adopted

    Peter Comenzo was just starting his job as Rotterdam’s senior planner when discussions about updating the town’s antiquated land-use laws were beginning in 2000.
    But the process to bring the town’s patchwork of zoning codes and zoning maps into the 21st century wasn’t a quick undertaking. With some maps left unchanged since the town’s zoning code was first adopted in the 1950s, modernizing the laws has been a process that has extended the better part of this decade.
    But the effort may be picking up steam. Rotterdam officials have ratified three land-use transportation studies conducted in areas of the town that are frequently targeted for development. Adopting these studies means the town could see the long-awaited update come to fruition later this year or early next year.
    “We should be able to move fairly quickly with the adoption of new zoning laws,” Comenzo told members of the Town Board last week before they unanimously adopted the studies.
    The three studies pertain to the town’s connections along the state Thruway. Each document focuses on areas that are considered ripe for development, including Hamburg Street off Exit 25; Burdeck Street and part of Route 7 near Exit 25A; and Route 5 by Exit 26.
    The studies will serve as a guide for the town to adopt new elements to the zoning codes, such as performance and design standards for new construction. Also under consideration are a set of new zoning classifications.
    For instance, the town doesn’t allow development near the municipal well heads off Rice Road or on the Isle of the Oneidas in the Mohawk River. But both sites are currently zoned for industrial use.
    Other properties have designations that don’t fit their present uses because the land wasn’t previously subject to town zoning laws. The former Rotterdam Housing Area off Duanesburg Road is one property that falls into such a category because it was owned by the military when the town codifi ed its zones.

SAL.  WHAT DO YOU THINK ABOUT SCHENECTADY REZONING?  OK OVER THERE RIGHT PAL.  OVER HERE THE COMPREHENSIVE PLAN IS EIGHT YEARS OLD AND FINALLY NOW OUR TOWN WILL BE ABLE TO PLAN THE FUTURE AND HAVE ONE TO BOOT.  TAXES SHOULD NOT BE AFFECTED UNLESS DEVELOPMENT HAPPENS NEARBY.  MY WIFE SPOKE WITH SOMEONE AT THE NYSORPS DEPT. THE ZONING WILL NOT TRIGGER MORE VALUE BUT DEVELOPMENT WILL WHICH POTENTIALLY RAISES ASSESSMENTS.  BUMMER SAL. YOU LOSE AGAIN.
