You’ll never guess what I got in the mail, ladies and gentlemen. I got the disciplinary record of retired Schenectady police officer Joe Lazzari, who is running for sheriff of Schenectady County. Yes, 16 pages of notices of discipline and stipulations of settlement plus a memo to the chief from internal affairs summarizing his disciplinary history from 1993 to 2002, all of it strictly confidential and protected by law from release to the public. How did I get it? In an envelope bearing four Christmas stamps but no return address, accompanied by an unsigned note suggesting that to corroborate Lazzari’s suspensions I file a Freedom of Information request for his attendance records and adding, helpfully, “he can’t be sheriff.” My, my. Who would be so helpful? Especially when I hadn’t even made any requests. Well, let me take a wild guess and say it was the PBA, the Schenectady police union, which has endorsed Lazzari’s opponent in the race for sheriff. I don’t know for a hard, cold fact it was the PBA, but I do note at the bottom of some of the legal papers carbon copies were provided to “Anthony Brown — President, PBA,” in addition to “Personnel File” and “Elayne G. Gold, Esq.” a former labor lawyer for the city of Schenectady, so that narrows the field of suspects considerably. The PBA is working overtime, if I may be allowed a play on words, to get their boy Dom Dagostino elected sheriff, and now, a few weeks before the election, I get some juicy anti-Lazzari material in my mailbox, material that the PBA had in its files. Or actually, not so juicy. The infractions for which Lazzari was disciplined were all quite minor, like taking an extra day of military leave to which he was not entitled and using profane language with a bank manager, and his punishments ranged from one to 20 days of suspension, the latter being for undefined non-conforming with department rules and regulations in 1998. I will be happy to go into more detail and list all his transgressions if someone will provide me with the comparable records of Dagostino, who is a Rotterdam police officer, so I can give them both equal attention. I have little desire to be hatchet man for the Schenectady PBA and am surprised as I can be that they would try to cultivate me for the purpose. Of course I called the current PBA president, Bob Hamilton, to ask him straight out if he was the one who favored me with these records, but he didn’t call me back. He never does. I also wanted to ask him about the word on the street that if his boy Dagostino gets elected sheriff, he, Hamilton, will become undersheriff once he retires from the Police Department. I remind you that Dom is the son of Judy Dagostino, a Schenectady County legislator, formerly a Republican, now a Democrat allied with the Conservative Party, and I remind you that son Dom is a Conservative allied with the Democrats. I also remind you that the Conservative Party in Schenectady County is controlled by the police and that Bob Hamilton, the PBA president, is a committeeman of it. So when I say the PBA endorses Dagostino for sheriff, and when I say the Conservative Party endorses him for sheriff, I repeat myself. Also, please keep in mind that the Democrats control Schenectady County government, having 11 of the 15 members of the Legislature, so this is quite the alliance of convenience, the alliance of Democrats and Conservatives to get control of the sheriff’s office, especially having in mind that the previous sheriff, Harry Buffardi, though nominally a Democrat, was an independent cuss who did not hesitate either to buck his own party or go toe-to-toe with the Police Department. It’s an alliance that has “a school board feel about it,” according to one Schenectady Republican who wishes not to be identified, referring to the local Board of Education that has been so much in the news. If Dagostino gets elected — as he should, given the Democratic enrollment advantage — that will be the end of the independence of the sheriff’s office, in my view. Meanwhile, poor Joe Lazzari, a registered independent allied with the Republicans. He was a Schenectady cop and dues-paying member of the PBA for 25 years, and what does he get for it? He gets his former union brothers working against him, leaking his personnel file to the press and trying to get a Rotterdam cop elected to the job he seeks.
