The cops who were defending Americans (not you Cissy) were not wearing body armor the shooter was. The cops mostly were lightly armed, the shooter used an assault rifle and had hundreds of rounds of ammo. The shooter used cover and moved several times shooting from the high ground. The cops, many of whom were protecting and directing civilians away from harm, put themselves in harms way. The shooter had the benefit of surprise and his choice of shooting positions. The police first had to locate the shooter before they could even begin to react.

As my link shows, the shooter used tactics described in his training at the GunHugger class. He then practiced what he leaned at the class, in his own neighborhood.
No doubt he learned BASIC weapons skills, but not any sniper training in the army. Cissy wants us to believe the shooter was a weapons expert from his army days... But
