What you refuse to understand is that the lack of sewers on Hamburg Street is keeping necessary and good commercial economic development from occurring along that corridor. As a result property taxes are higher for ALL residential property tax payers in ALL of the town. The whole town shouldn't be held back from moving into the 21st century just because of a few folks who are content to live in the 19th century.
So, with that logic, shouldn't the whole town be paying for it?

EXACTLY!!! And these 'so called ENEMIES'....are the already struggling taxpayers that are now being FORCED to pay MORE taxes that they never even had a chance to vote on!!! (yup...that's really a democracy.. ) Some of these folks have recently paid to have new septic systems installed on their PRIVATE property!!!
And what about the RT 7 corridor? Sewers didn't seem to stop the HUGE multi-family apts from being developed. Decade after decade, Schalmont school is still surviving. Pilot is flourishing.

Rotterdam rejects petitions seeking vote on sewer project By Kate Seckinger March 21, 2016 Hamburg Street looking north in Rotterdam is pictured. Two petitions submitted by Rotterdam residents seeking to force a public vote on the creation of the Hamburg Street Sewer District were found to be “insufficient” by the town for undisclosed reasons.
The deadline for petitions was March 12, but one resident is pressing forward with possible legal action anyway.
Some residents are criticizing the town for what they perceive as an effort to prevent them from exercising their right to petition for a vote.
About two weeks after the board’s Feb. 10 unanimous vote to begin constructing the sewer district this summer, several of the 137 property owners in the district began circulating a petition to get the decision put to a vote by the affected residents.
The sewer district would consist of properties adjacent to Hamburg Street between the existing railway tracks running parallel to Chrisler Avenue to the intersection of Hamburg Street and Curry Road.
For now, it would cost property owners in the district $1,204 annually for a home that uses the average 75,000 gallons of water per year.
All developed properties in the district are required to connect once the system is complete, which is expected to be spring 2018.
As required by town law, Town Clerk Diane Marco provided Corey Augusta, one of the property owners on Hamburg Street, with a petition form the last week of February.
Augusta submitted the petition with 15 signatures to the town March 1, but was later informed the document Marco gave him was unacceptable.
Marco then provided residents Victor Murdock, Chris DiPisa and Augusta with the new, “correct” petition form March 7, just a few days before the March 12 deadline. A second petition on the correct form with four signatures was presented to the Town Board on March 9 at its public meeting.
Murdock is not one of the property owners on Hamburg Street who would have to help foot the bill, but said he has been disgusted by the way the Town Board has handled the Hamburg Sewer District decision, so he stepped up to help fight it.
“This ‘bogus’ petition was just to get us closer to the deadline,” Augusta said at the Town Board meeting, holding up the first invalid petition sheet.
“In our defense, this was new for us,” Town Supervisor Steve Tommasone replied. “We did provide you with a form that is acceptable to the town clerk.”
Murdock and DiPisa each submitted a petition to the Town Board at the meeting after echoing the concerns shared by many Hamburg Street residents.
“If you have any honor, you will honor this petition,” Murdock said before turning it in. “If it’s possible, put yourselves in the shoes of the people on Hamburg Street who have to carry the weight of the debt for this project. I know if you were on the other side of the equation, you would demand an up or down vote.”

Residents slapped with expensive sewer bill for neighborhood improvement by Anne McCloy
ROTTERDAM -- It's bad enough when you've got construction noise right out your front window, but what's even worse is when you get a bill for it. “My wife woke me up out of bed said we just got a bill for $800.”
Michael Vrana got the letter this morning from the town of Rotterdam, saying he owes $737.32 by June 2nd, and he'll have to pay the bill every year for what could be 30 years. It's for a sewer line being installed on Hamburg Street.
“I was kind of upset and surprised,” Vrana said. The amount you pay is all dependent on how large your home or business is, and that means some people along the street could be seeing much more expensive bills. Vrana says he knew the construction was coming, but he says he never received notice he'd be charged for it. He says he's kept every piece of mail he's received about the project. “We don’t even have a choice in the matter, we’re required to hook up to the system,” Vrana said.
We went to Rotterdam Town Hall and picked up a copy of the resolution that led to the sewer construction. Town Supervisor Steven Tommasone said the town sent notices and held the required public hearings. He says the sewer line will help the neighborhood in the long run because it'll allow more people to move there. Because Vrana’s septic system was in good working condition, he says the sewage expense was one his family didn't want or need. “When I bought this house two years ago, I didn’t plan to spend thousands of dollars abandoning my septic,” Vrana said.
About 150 residents in the affected area on Hamburg Street from Curry Road north will be charged the fee every year for the next 30 years or until the city's $4.2 million bond is paid off. Next year, it’ll show up on your property tax bill. Tommasone says the town is pursuing grants to pay off the bond faster and says as more home owners and businesses connect to the sewer line, the cost will go down. The sewer line is being installed at the same time as a NYS Department of Transportation improvement project.
Vrana says he's told the construction could last two to three years.
