Union College - which doesn't pay any property taxes - and then took a whole bunch of properties off the city's tax rolls.  




Please DV, tell me, TELL US ALL, what colleges DO pay property taxes.    Can you do that?     Can you?   Of course we all know that you will NOT answer that question.


As a non-taxpayer, 50+ year old who has not grown into a normal, independent, self sufficient adult, we would not expect you to know that your comment above is TOTALLY WORTHLESS.


You really need an education in the real world, and I am just the one to give it to you.  Learn, DV, LEARN.  The laws of the state of New York exempt schools and colleges from paying taxes so BUST ON YOU!

From the official assessment rolls of other municipalities you can learn that  that RPI does not pay property taxes, Skidmore does not pay property taxes, Russell Sage does not pay property taxes, Siena does not pay property taxes, CSR does not pay taxes, etc etc etc etc.

Hell DV, the Union Campus is assessed for only about $65 million,  just one property of RPI is assessed for $366,560,000 (clarifying, that IS over $360 MILLION), plus it has many many similar off campus properties like Union does that are not taxable.  

Sure Hull took a HANDFUL of houses west of the college off the tax rolls, while I personally was opposed to that, they are mostly low assessed valued properties.  Small in comparison to similar properties owned by RPI and untaxed.  

And yet home values have been increasing in Troy.  Prior to 2013, Troy assessed at partial value.  In 2000 the equalization rate was 24.99%.  The equalization rate continued to fall--meaning property values were rising--and it was down to 14.00% in 2012 during which they were conducting a citywide reassessment, went to full value assessment and the equalization rate for 2013, 14, and 15 has been 100%.  

But tell us DV, what has happened in Schenectady under McCarthy????????   Well?   Can you tell us?   The equalization rate in the city was 100% when McCarthy took office.   But EACH AND EVERY YEAR under McCarthy, the equalization rate has increased which means that property values have been FALLING!!!!!   So tell us how falling property values under McCarthy is indicative of improvement?   Well??


Don't underestimate me, I am putting together a list of those "Hull properties" so you can see the overall low value.  However shall we discuss the FACT that McCarthy a HUGE value of properties off the tax rolls, even if some are paying puny pilots, who must make up the difference for the portion of taxes these billionaires don't pay?   Of course, the rest of the taxpayers.   DV, are YOU prepared to buy peoples' houses at higher than market value so they don't lose money?   Well?   Are you?   Of course, there will be no answer to that.

   Add this being an election year, and you have the makings of a new Martin Scorsese script.  
   Mayor Gary McCarthy’s 2015 Financial Disclosure Reports thus far to the New York State Board of Elections include: Reform Architecture —$    2,100; Highbridge/Prime Associates — $4,350; Development at City Center — $2,100 and another $1,500 from “BN Partners” at the same address; LAZ Parking — $2,500; Gramercy Communications — $1,000; MJ Engineering — $1,600; Mohawk Ambulance — $3,650; Rifenburg Companies — $1,000 and another $1,750 from John Rifenburg, owner; Transfi nder — $1,600, Clough Harbor Associates (Albany engineers) — $1,000; Greenman-Pedersen (Long Island-based civil engineering) — $850; and drum roll please — $11,500 from various construction labor unions.  
   Throw in $500 from Jerry Weiss, the Albany lobbyist who then Attorney General Andrew Cuomo fi ned $78,000 in 2010 for his involvement in the Hevesi Pension fraud scandal and the gang’s all here.  
   While I’m sure Mayor McCarthy spins a good yarn, this group expects returns on their investments, not to be his pal.  
   Any returns or “sweetheart deals” they receive will come right out of the wallets of every taxpayer in our city.

McTHIEF does indeed have donors from New York City and other parts of the state.

Yes, all candidates get donations.

But let's remember that those who McCarthy gets donations are people who Schenectady homeowners are paying the property taxes for.  Galesi is a billionaire and can't pay the full taxes to the city, county, and school district?  

And it's CEO Buicko there gets rich off the city taxpayers but refuses to live anywhere IN the city, refuses to even live IN the county?  


And let's not forget the tax deadbeats who have money to give to McCarthy but don't have the money to pay their taxes which results in what?   Let's go back a while and see what one person on this board said about tax deadbeats:

I do not believe he is involved in other areas.  He is the chief of "Rotterdam Ventures" based of course in Rotterdam, in Schenectady county.


But check out his HYPOCRISY.

This is from that "Live-In Schenectady" program recently announced.


"We're focusing on own and occupy ... Hence the name 'Live in Schenectady,'" said David Buicko, chief operating officer of Galesi Group. "We want people to live here, and we want residents who are going to take pride in their homes."


But the HYPOCRITE won't have ANYTHING to do with living IN the city, not even IN the whole county of Schenectady, taxes are way too high.  He knows better than to own a house in Schenectady where home values fall.


And this whole think about building these new houses.  So utterly stupid.  There is a record high number of existing houses for sale, nice ones, many are empty because the owners have moved out of the filth, crime, bad roads, and are trying to sell their houses empty.  Even the realtors have good brains, they aren't staging the home (good realtors know that it is not a good idea to list an empty house)

1.  I have every right to say whatever I want.

2.  Unlike you, we DO pay taxes to the county, our names ARE on the tax rolls, and McTHIEF's handouts of tax exemptions DOES affect OUR county taxes for those of us who actually are taxpayers.

3.  Unlike you, we are NORMAL adults, independent, self supporting, raising a family; we are not living with parents and being supported by them.

4.  YOU are the one to claim the city is oh so wonderful, but you REFUSE to have anything to do with living in the city.  If it's so great, then you should buy a house now (there's plenty of taxpayer handouts for you as a first time homebuyer with little income); and if you buy now, then based on your belief that the city is s improving, your house will increase in value.  Obviously that fact that you are avoiding buying in the city is because you know that WE tell the truth--that buying in the city means losing money since home values are falling and you wouldn't want to lose money.  But then, as a mamas' boy you probably couldn't survive being independent (or did your mommies build you a house that they are paying for).

5.  You whine that Union College does not pay property taxes but you are not adult enough to respond to my stating the FACTS--that the laws of the state of New York exempt ALL schools from paying taxes.

As for the Union Colleg thing -- no sh*t sherlock -- I see you actually had to look up the fact that colleges are exempt from property taxes.  Everyone that -- except the he/she troll.

Now - I guess I was expecting too much to assume that the nayboob would understand my fairly simple point.   The people who support Hull are upset that Metroplex gives tax incentives (not permanent 100% exemptions) in the form of PILOTS to economic development projects.  Yet these same folks aren't upset that Hull took dozens of tax paying properties OFF the property tax rolls permanently when he was head of Union College.  How much did Hull propose that Union College should voluntarily kick into the city's coffers to pay for city services (police, fire, etc.) that Union College uses for free??????????????????    It seems to me if he and his supporters are going to criticize businesses that at least pay a PILOT than Hull and his supporters should be 100% in favor of Union College voluntarily paying something towards the city services that it uses.

What are the lies, DV????


Is it a lie that you are not a property taxpayer?  When one's name does NOT appear on the tax rolls, one does NOT own property, one is NOT eligible to deduct any property taxes when filing a tax return, and one does NOT get the rebates from the phony tax cap.

You are not dependent on your two mommies?   Gee, what, have you just been visiting with them in their home for all your adult life?  It's well known that you have not lived as a normal adult, independent, in your own place--not even as a renter.


And since you are NOT a taxpayer, you do NOT have a clue what you are talking about regarding PILOTS.  Who the heck do you think pays the bulk of the taxes on these properties?   The super rich political cronies of McCarthy and Metroplex who can more than afford to pay full taxes are getting lavish tax breaks.  Tell us DV, tell us what the homeowners get.   Come on DV what do the homeowners get?   You can't answer that because you are not a homeowner nor a taxpayer.   The homeowners in the city (and to a lesser extent the homeowners in the county) get sh*t on because they have to pay the bulk of the taxes on these properties.  

Again, it's the low income people paying the taxes of the millionaires and billionaires.  We've asked you this question before, as an alleged Catholic, what do you think Jesus would say?  Would He be in favor of families in the city--whose incomes are $40,000 a year--to be paying the taxes of the millionaires and billionaires?   Would He, DV????    


And you keep saying the city is improving, but try having some guts and speak explain how falling home values indicate that the city is improving.
Have some guts and explain why a city that is not in compliance with state law regarding assessment value and a mayor who refuses to reassess is indicative of a city that is improving.
The city is the most over assessed city in the whole state of NY, so how is that indicative of a city that is improving?
The taxes and fees have been going up every year so how is that indicative of a city that is improving?
Streets downtown, where all the rich political crony developers are, are paved nice, and well plowed in winter, but DV, is the city comprised only of downtown?  How is it that ignoring city streets where the taxpayers live in their neighborhoods and the cutting back essential services such as snow plowing indicative of a city that is improving?
The years of wasting money on the rich political cronies downtown, resulting in the closing of a number of long time TAXPAYING businesses, how is that indicative of a city that is improving?
The FACT that no one wants to open anything downtown unless the get huge handouts from the taxpayers, how is that indicative of a city that is improving?
A city that has no retail, no place to buy a new car, and only one supermarket in the entire city, how is that indicative of a city that is improving?
A city that has given the taxpayers money to rich crony private businesses while ignoring Central Park, once known as the jewel of the city, a park neglected for years, baseball diamond untouched under the BS and McTHIEF.   Under BS and McTHIEF, the tennis stadium was as neglected and has become as blighted as many of the houses so how is that indicative of a city that is improving?   Under BS and McTHIEF, one pool has closed, all skating in Central Park has been eliminated, and so where is the taxpayers money going?????   How about it DV, where has the taxpayers' money gone?  Of course, do the rich political cronies downtown. How is it that the elimination of baseball, tennis, and ice skating in Central Park indicative of a city that is improving?

The creation of fees to make the "tax" increase seem low, followed by the doubling of the trash fee in 10 short years, how is that indicative of a city that is improving.

Troy has far more value of tax exempt property than Schenectady, yet it's home values are staying steady if not increasing (but definitely NOT falling), and their taxes are lower than Schenectady, so how to you account for that?  

Schenectady's assessment roll is so out of whack, there is no uniformity in the assessments as mandated by state law, so taxes are equally out of whack, and a mayor that absolutely refuses to obey state law and correct that, how is that indicative of a city that is improving?

Record high numbers of houses for sale because people do not want to live IN the city, can't afford to live IN the city, how is that indicative of a city that is improving.

And taxpayers having to pay for the demolition of a building owned by a billionaire, is that fair?   Is it DV?

Stratton and McCarthy were so focused on taking money from the taxpayers to give to their rich cronies downtown that they neglected the neighborhoods, they never bothered to go after the property owners of all the houses which have since been abandoned, and now the taxpayers have to foot the bill for Stratton and McCarthy's neglect.  

Yes, DV, tell us WHY the city has NEVER gone after Popolizio's assets?   The city is improving when the mayor is so focused on the millionaires downtown that he doesn't bother going after Popolizio's assets and thus the taxpayers had to pay to have that burned out building torn down!   Why is Popolizio still living in his posh house in Nisky?   Huh?   Why DV??????   Must be a crony of McCarthy and Stratton.

And the biggest cheerleader for McCarthy refuses to live IN the city, how is that indicative of a city that is improving you won't have anything to do with living in the city.


So DV, other than fancy new palaces downtown for McCarthy and Metroplex's rich cronies, what has improved in the city for the homeowners and taxpayers, what have they gotten out of it besides falling home values and higher taxes?

Notice, it's 3 days and DV REFUSES to answer the questions about are the assessments in the city fair.  

Obviously he avoids response because if the says they are fair, that he will prove his ignorance about assessment, taxes and market values, along with showing his stupidity as a 50 year old who has not yet grown up to be a normal independent adult.

If he says they are not fair, then he will be admitting that the mayor is indeed violating state law, and DV just loves McTHIEF too much to say anything against him, much less that state law is being violated.  Further if DV says they are not fair, he will be admitting that I DO know what I am talking about
