I understand your point but its not quite like that-
one is a criminal offense and the other is a paperwork offense a  CIVIL offense- like not repaying your student loan.

Yes they are both illegal- should the cops be knocking on the doors of people not paying back their student loan ?

As a U.S. citizen returning from say a weekend trip to Montreal, I'd like to see you drive across the boarder back into the U.S. without stopping at the boarder checkpoint.  I'd like to see how you are treated for your civil offense.
