Technically both are NY residents.  Both are just weekend or summer visitors to the district.  But then again - so are most of our members of Congress and even many state legislators.

Also, residency is not determined by property ownership.  If that were the case than neither Abraham Lincoln or FDR were residents of their respective states.   Lincoln's home was owned by (name on the deed) by his wife, Mary Todd Lincoln.     FDR's "home" at Hyde Park was owned by his mother until she died on September 7, 1941 and the next year title was transferred to the National Park Service.   Sara Delano Roosevelt also owned the town house in NYC where she, FDR and Eleanor lived as well as the land at Campobello where the Roosevelt summer home was located.  The only houses that FDR owned were the one at Warm Springs and later (late 1930's)  "Top Cottage" in Dutchess County.

Mr. Woolf, the NYC special interest group's candidate to be Brooklyn's next Congressman albeit from an upstate district, pretending to be a farmer or to care anything about farmers.


If that's how you see it... Then you could vote for his opponent who doesn't live anywhere in NY State.  
She is a DC political hack who wrote legislation to cut Social Security.

I'm not sure what you consider the civilized world.  If the invasion and slaughter of Iraqis in an illegal war of aggression is civilized to you, then we have different definitions of a civilized people.  Or if kidnapping and detaining people indifinately without charging them with a crime is civilized, then we have different definitions of civilized.

But I do view the bombing of 7 sovereign countries located in the east by a multiple number of other sovereign countries predominately from the west the beginning of a world war.
