Sure...Just as I see different types of guns have different uses. Hunting is not the only use for a gun. That was the sarcasm of the meme. Of course an armored vehicle isn't used to direct traffic...but it does have a use. Just as an AR 15 isn't needed for hunting, but it does have a use.
