And you should know better box that almost all rifle rounds can penetrate soft body armor, the M855 round was already labeled non-armor piercing by the ATF years ago as it doesn't fall under the definition of a intended AP round. Seems the issue here was a rifle round could be fired out of a pistol, so basically if they banned this round they would have to ban 99% of all rifle ammo sold since many pistols are made to shoot rifle ammunition, I'm sure you are familiar with the Thompson Contender, many HUNTERS and SPORTSMEN are
