A Las Vegas couple who plotted to kidnap and kill police officers are part of a growing movement whose adherents believe they aren’t subject to laws and follow a complex theory about the secret enslavement of American citizens, authorities say. The couple spent hundreds of hours developing a plot to attract attention to the movement, a cause known as “sovereign citizens,” which holds that police do not have legitimate power, authorities said.
The two shopped for guns, found a vacant house and rigged it to bind captives to cross beams during interrogation, and they planned to subject officers to their form of a trial for civil rights violations, authorities said. Authorities have linked the “sovereign citizens” movement to the killing of police officers in the past. After two deputies in Louisiana were killed in a shootout last year, police said some of the seven people arrested had ties to the movement. And three years ago in Arkansas, a father-son team of adherents to the movement killed two police officers before they themselves were killed in a separate gun battle with authorities. In Las Vegas, an undercover officer was with the couple and documented their plans, police told reporters Thursday. Las Vegas police Lt. James Seebock characterized it as a domestic terrorism plot.
Arrested were David Allen Brutsche, 42, an ex-convict child sex offender from California, and Devon Campbell Newman, 67, police said. They were charged with attempted murder.

Two members of a purported white supremacist family who apparently once tried to set up a whites-only nation were arrested Monday in a weapons raid on their central Arizona ranch.
Federal authorities said they were tipped off that Kirby Kehoe, 65, had a weapons cache on his 40-acre property near Ash Fork, reported The Associated Press.
Because family members had previously been involved in violent confrontations with law enforcement, agents with the Bureau of Alcohol, Tobacco, Firearms and Explosives said they placed the property under surveillance before executing search warrants with heavily armed tactical teams and armored vehicles.
Agents said they seized dozens of guns, including shotguns and semi-automatic rifles and handguns, and arrested the elder Kehoe at the ranch. His son, 37-year-old Cheyne Kehoe, was arrested later in Prescott, where he had a scheduled court appearance in an unrelated case.
Both men have previous felony convictions and are banned from owning firearms.
The Kehoes appeared Tuesday in court in Flagstaff on one count each, but authorities said they could face additional weapons and narcotics charges in connection with the raid.
The Kehoe family is accused of providing weapons to white supremacists who committed robberies across the Midwest in the 1990s, and authorities said they plotted to overthrow the federal government and establish the Aryan Peoples Republic in the Pacific Northwest.
Another son, Chevie Kehoe, is serving a life sentence for his role in the 1996 slayings of an Arkansas gun dealer, his wife and their 8-year-old daughter as part of the plot.
Cheyne Kehoe served time in prison in connection with a 1997 shootout with police near Cincinnati that wounded a passer-by and Kirby Kehoe was sentenced in 1999 to nearly four years in prison on racketeering and weapons charges.

A Georgia man’s plan to takeover the Forsyth County Courthouse earlier this year was probably doomed from the beginning because he shot himself before he even left his home. Dennis Marx brought an assault rifle, grenades, homemade flash-bangs, and other supplies to the courthouse with the intentions of taking over the building. Marx, who was part of the sovereign citizen movement, had been angry after authorities seized some of his weapons in 2011 in connection with undercover drug deals.
But Marx was shot and killed by deputies before he could make it into the building. One deputy was shot in the knee during the incident, and was expected to recover. Sheriff’s Sgt. Richard Thompson explained that Marx had apparently shot himself in the leg while loading his .45 caliber pistol before leaving the house. The bullet entered above the thigh and exited below the knee.
Thompson speculated that the wound forced Marx to leave for the courthouse earlier than planned because a grenade-filled backpack was found in his home.
