How does anybody believe you can funnel money into one industry, pay for the administrative costs to manage the money, just to get the money back to pay for whatever service you are insured for? When a middle man is taking their cut, of course it's going to inflate prices. It's like buying wholesale vs retail, retail is marked up from the wholesale price to cover their costs.
It still cost less to go to a California State University than it cost to go to Schenectady Community College. Almost half of California's state budget goes to education.
And California still has a structural budget deficit that will continue to grow and grow ... it still has municipalities and taxing districts which are on the verge of filing bankruptcy ... and it still has a big spending jack-a** for a governor who still hasn't come down from the drugs he took in the 60's and 70's.

Health Insurance is NOT a scam -- especially when you find out that you or a loved one needs an expensive surgical procedure or medical treatment to save their lives. Private insurance companies may not be perfect but they are a helluva lot better than a government run system.
Also, I hope you don't miss the point that I was making -- for the folks that could afford "cadillac" health insurance plans including long-term health care plans THEY WERE NOT THE PROBLEM. They were paying for their own insurance and would not be a burden on the taxpayers when they needed surgery, medical care and/or long-term care. THE PROBLEM WAS THE MILLIONS OF UNINSURED.
But Obama and Tonko decided to screw the insurance companies and the people who could afford the "cadillac" health insurance plans ... and for what reason???????????????? Why would you screw the people who are NOT part of the problem .. if anything the premiums they were paying on those "cadillac" plans were enabling insurance companies to make money and keep other insurance premiums relatively affordable. So why did Obama and Tonko choose to screw the insurance companies and the people who could pay for their own insurance and thus were NOT going to need the government to pay for their insurance or healthcare -- why ??? Because Obama and Tonko, like the left-wing extremists that they are, could NOT have an industry not under the thumb of or controlled by the federal government, and they sure as hell could NOT have several million Americans NOT needing the federal government to step in and help them. You can't consolidate power for yourself -- if neither the industry(ies) nor the people need you or are beholden to you.
Create the need, consolidate power and establish the dictatorship of the extremist fascist, national socialist state ... that is their motive and the way they are implementing their agenda. The state budget doesn't come out thin air. It comes out of taxpayers' wallets. California is headed towards a fiscal train-wreck and New York isn't too far behind. When that day comes, they will be closing college campuses and cutting services and it won't be a pretty sight.

Insurers Blue Shield of California and Anthem Blue Cross owe the rebates to thousands of small-business customers under federal healthcare law requirements.
Blue Shield of California owes $24.5 million in rebates to thousands of small-business customers, and rival Anthem Blue Cross will return $12 million to small firms under requirements of the federal healthcare law.
The rebate is required under the federal Affordable Care Act when insurers fail to spend a minimum of 80% of premiums on medical care for individual and small-business customers.
Last year, the first time the rebate came into play, health insurers refunded $74 million to nearly 2 million Californians, an average of $65 a family, according to federal data. Nationwide, health insurers returned $1.1 billion to 12.8 million Americans last year.

Executives in the top spots at the country’s seven largest publicly traded health plans were paid a collective $87 million for their services in 2011.
Cigna CEO David Cordani made the most, at $19.1 million. Humana’s Mike McCallister had the smallest compensation package, with $7.3 million. Health Net CEO Jay Gellert saw the largest pay increase, with a 35% rise in compensation compared with 2010. Most chief executives’ compensation went up, although WellPoint’s Angela Braly saw her compensation fall by 2%, and Coventry Health Care CEO Allen Wise made 5% less in 2011 than in 2010.
The base pay of most CEOs is around $1 million, because of tax rules on executive salaries. But in every case, other financial rewards pushed the total pay packages into the multimillions. In 2011, Cordani made 94 times the average primary care physician’s compensation, using the latest Medical Group Management Assn. figures.
Taking the largest seven shareholder-owned companies as a group, pay packages for the top executives went up $11.1 million, or 14.7%, in 2011 over 2010. In most cases, executive pay rose with shareholder income, but the increases in profit and income were not always proportional. Health Net was restructuring after selling off its East Coast business, and its per-share earnings were down 61% for 2011 compared with 2010.
