it's not pessimism...it's reality! And there are decades of MANY folks who DID go to their grave scratching and clawing andfighting.....and still nothing.
and while i commend the past and present folks who are scratching and clawing (did that myself for sometime), folks either just move out or scratch and claw at something else that 'will' make a difference.
RR.....some folks just feel beaten down after awhile....no fault of theirs.....it just happens.....i hear this repeated over and over!
I don't share their feelings. I've had my a** kicked plenty of times, but I've always gotten back up, dusted myself off and delivered whuppings off my own. It's my nature. If people feel defeated then they need to step aside and get out of the way. They can move to Saratoga County, where there is no crime and plenty of jobs and cheap, affordable housing. Me I'm digging my bunker and I'm here for the long run. Unless of course my heart stops first. Then they can inscribe on my tombstone, "He never gave up, and at least he tried".

I'd also add that just because you or others feel defeated should not be a reason to constantly voice YOUR hopelessness. There are some in town who think things can change. I'm with 'em myself. Going to the mic at town hall is not going to get things done.

I prescribe to the "When ya ain't got nothing ya got nothing to lose.." school of thought. "Ya can't get blood from a rock" has also served me well. And an old sports cliche I've found to be very true, "When the going gets tough the tough get going."

In a day and age where citizens believe the "authorities" are always right, and any questioning of authority is looked upon as treasonous, it will be some time before people will be willing to stand nose to nose and challenge the authoritarians.
It will take just as you describe, things will have to be so dire that people will need to feel as if they have nothing to lose. Otherwise they will continue to stand paralyzed and apathetic and try to find happiness in their lives.
