Just framing the question between "THE GOVT" OR "THE PARENT" is shaping your view. Some parents would deny their kids medicine that would save their lives... Should the parent decide that their kids should die? NOPE! The Govt? Often govt policy doesn't take in special considerations of the particular situation... so although most times govt policy would be prudent, it sometimes is not the best for the child.
If all you watch is DRAMA, and all you watch is HYPE... all you'll know is DRAMA and HYPE! This is just one more of the classic Paul "message".

Only a doctor is qualified to make medical decisions? That's absurd. The legal system and threats of malpractice lawsuits make decisions for a doctor. If the doctor decided not to give this child these anti psychotic drugs and this child harmed a person or herself, the lawyers would be going after the doctor that diagnosed the child and possibly hold them liable for not treating the child with a prescription drug. So it may be in the doctor’s best interest to prescribe the drug even though he doesn’t believe it is the best treatment, in order to reduce exposure to a lawsuit. If the child is harmed or harms a person while on these drugs, the doctor can mitigate some of the cost onto the pharmaceutical company that developed and manufactured the drug prescribed. Case law decides medical treatment.
