The only advantage of living so close to the Schenectady/Rotterdam border is snow removal.
My side of the street is Rotterdam, across the street is Schenectady. So I get both the city and town plows coming through... Near the end of any storm, the last few swipes are plowing asphalt.

Living on the border gives me a look at the differences of snow removal from the two municipalities...believe me, it's not close...every winter you can tell where Rotterdam and Schenectady are by looking at the streets... Schenectady is a disaster.

My parents street is done very poorly they have only one side of the street is clear.

Its better in Schenectady.

The county does a great job plowing Route 158.  I don't really have the need to drive down very many side streets in the town -- but the few that I did during these past storms were not too bad.  The bigger problem in the town is the plowing of the parking lots at the mall and some other commercial establishments.  My experience is that the mall does a very poor job plowing its parking lot after winter storms.

Where I live in Niskayuna, the streets are all clean black pavement.
Where Schenectady starts, 3 blocks down, the roads still haven't been done, and it now resembles a bobsled run.

I can only say what I have personally observed.  The county trucks were out early putting down salt on Route 158 and then made several passes (almost hourly) on Route 158.  And as I said, I really can't comment on the side roads in Rotterdam except that the few that I do use were plowed.  Other people may have had other experiences in other parts of the town but I am only relaying my own experience.

Route 158 is a state route. That's DOT's job, not the county. Either your mistaking the trucks or the county is salting a road that's in another jurisdiction.

And the other thing: Plowing is in the eye of the beholder. It all depends on where you're standing, who you are and what time you're looking at it. I've heard people b**ch about a dusting of snow on their roads. Conversely, Vermonters hardly ever b**ch about the plowing. They're just happy when the plow comes. I've been driving through southern Vermont at times when there's nearly a half-foot of snow on a state road. Cross into New York and they're clear. Not a snow flake on the road.

Schenectady County does plow  and salt Route 158, I assume with an agreement with NYS DOT.  Just like the City of Schenectady plows/salts State St which is a state highway (Rt 5).

I am not mistaking the trucks.  The county has been plowing Route 158 for a number of years.
