The executive branch of government does not have the power to expand Medicare because funding is needed to do that and only Congress can approve the funding.

HOWEVER the PC version of 'dying with dignity' is:

1. family doesn't feel uncomfortable
2. good conversation about how 'peaceful it was'
3. controlled by 'professionals' just in case it seems something is wrong(albeit death perception) for someone to blame because one feels bad about pending death of loved one.
4. dignity has different meaning/perception by all, maybe the government could clear this up for the plebs so that the conversation at the donut shop will be calm.
