The foundation analyzed state income tax data in the 50 states and found that New York took in $1,796 on average per person, and in Connecticut, the government took in $1,616 on average per person in state income taxes. Behind those top two were: 3. Massachusetts, $1,549 per person in income taxes 4. Oregon, $1,293 per person 5. California, $1,229 6. Minnesota, $1,219 7. New Jersey, $1,176 8. Hawaii, $1,127 9. Virginia, $1,086 10. Maryland, $1,077 On the lower end, New Hampshire collected the least per person in state income taxes: an average $63.
