The DOJ can only prosecute for an offense against Federal laws, and according to your link:

However the MA attorney general should prosecute this offense since according to your link:
~ "Massachusetts state law forbids owners from refusing to rent to someone because he or she is a veteran
or member of the Armed Forces" ~
